According to the outline, Hainan will mainly develop eight industries, such as tourism, culture and sports, real estate, finance and insurance, commerce and catering, modern logistics, modern agriculture with tropical characteristics, emerging industries, high-tech industries and marine economy.

It is planned that by 2020, Hainan will initially become a world-class island leisure resort, receiving 76.8 million tourists from home and abroad every year, with a total tourism revenue of 654.38+0.24 billion yuan. According to the outline, in the future, Hainan's high-quality land resources, such as seashore, riverside and lakeside, will be mainly used for the construction of hotels and tourism supporting service facilities in resorts. As for the construction of Hainan Golf Course, which covers a large area, the Outline points out that golf tourism can be "standardized" on the premise of conforming to the overall land use planning, forest protection and utilization planning and urban and rural planning, not occupying cultivated land, especially basic farmland, effectively protecting forests and ecological environment, safeguarding farmers' legitimate rights and interests, and handling land use procedures according to law.

In terms of residential housing, Wei Liucheng, secretary of Hainan Provincial Party Committee, said that it is necessary to speed up the construction of affordable housing and solve the housing problem of low-and middle-income groups within three years, "so that every household can have suitable housing". This year, Hainan will complete the renovation of all thatched houses in the province, and completely solve the problems left over by reservoir immigrants.

Wei Liucheng, secretary of the Hainan Provincial Party Committee, also put the tax exemption policy at the first place in the next six tasks at the meeting of the leading group for the construction of Hainan International Tourism Island held last Friday.

Wei Liucheng said that it is necessary to pay close attention to communication with relevant state departments, strive to clarify the tax-free and tax-refund policies for domestic and foreign tourists as soon as possible, come up with operational concrete measures, introduce large tax-free groups or large commercial companies to build and operate duty-free shops, and start operations before the end of this year.
