Pingtou Town Biogas Project

In 2008, according to the arrangement of the district committee, 22/kloc-0 biogas digesters were built in Pingtou Township, and 433 households were installed, and the first pool was changed to 60 households, and 28 households produced gas, with an investment of 1.25 million yuan, of which 289,000 yuan was invested in the township. Due to the poor mass base of biogas, it is difficult to complete the task. Summarizing the course of biogas construction in Pingtou Township, in 2007, the biogas construction in this township experienced three stages.

Stagnation stage (April 2-July 19). After a door-to-door investigation in Pingtou Township, it was found that the people were not enthusiastic about biogas construction. The main reasons are as follows: ① Pingtou Township is located in an arid mountainous area, and its water source is mainly past rain. Rainwater accumulates in limited dry wells through roofs and yards, and water should be bought from other places in dry years. For many years, due to the limitation of sanitation and water quantity of rain-collecting field, most people are reluctant to breed, and biogas construction lacks raw materials; ② The living conditions of residents are poor. Many yards are connected to the roof from top to bottom, and dry wells have to be drilled far away from the yard. Building biogas digesters will lead to many neighborhood disputes and increase some unstable factors; ③ There are 3,942 households in 24 administrative villages in Pingtou Township, including 8 administrative villages 1.390 households caused by coal mines. It is difficult to ensure that the biogas digesters in these villages are watertight and airtight. ④ Nearly half of farmers in Pingtou Township work outside the home all the year round, so it is impossible to build biogas digesters. ⑤ It is convenient to use coal. Many residents have induction cookers or gas stoves at home, which is 10 years ahead of biogas. Therefore, although the benefits of biogas construction have been widely publicized and 2 tons of cement have been distributed to each biogas digester, there are still 1 biogas digesters that have not started.

Difficult starting stage (July 20-August 10). In view of the above situation, Pingtou Township forced the task to increase the subsidy amount, and each biogas digester subsidized 1 10,000 yuan. At the same time, we will strengthen accountability and impose heavy penalties on leaders, cadres and village cadres who have not completed the tasks, so that 65 phased tasks can be completed on time with high standards and high quality.

Third, the smooth implementation stage (August1-June 65438+1October 3 1). Under the guidance of the District Party Committee, the District Government and the District Agriculture and Animal Husbandry Bureau, Pingtou Township raised the subsidy standard to 1.300 yuan/pool, on the one hand, in order to arouse the enthusiasm of farmers, on the other hand, it put more pressure on Baopian leaders, Baocun cadres and village cadres, put the responsibility on people, strengthen the assessment and strictly complete the annual tasks. In Zaowa Village, Xue called Shang and Gao Chou's family, watched the biogas produced by this family burning and cooking, and the family used fierce fire to grind and mix pig feed. Committee members lishi district said with a happy smile, "The project of enriching the people has really benefited some people in Pingtou."
