Industrial poverty alleviation support objects shall be declared and confirmed from the bottom up by grassroots villages (residences), townships (towns), counties (districts), and prefectures (cities) from registered poor farmers and herdsmen. Poor farmers and herdsmen who have the ability to work, the willingness to develop related industries, and the relevant conditions for development, and who are relatively stable in industrial development during the poverty alleviation period or a longer period of time.
