Article 3 The people's governments at all levels in the flooded areas and resettlement areas of the Taohe River Diversion Project shall strengthen their leadership over the resettlement work, do a good job in publicizing the national resettlement policy and doing ideological work on the resettlement, and maintain social stability and normal production order. Article 4 The management system of unified leadership, graded responsibility, overall fund planning, owner participation and comprehensive supervision shall be implemented for the resettlement of Taodiversion project.

Gannan prefecture government, Dingxi municipal government and resettlement government are responsible for the resettlement work of Taodiversion project within their respective administrative areas.

The people's governments at the county level in the flooded areas and resettlement areas of Taodiversion project are responsible for the specific implementation of resettlement of Taodiversion project within their respective administrative areas. Article 10 The resettlement land for Taodiversion project shall be approved by the resettlement government at one time according to the resettlement implementation plan and land planning, allocated by stages, and the land ownership change registration formalities shall be handled according to law.

The local people's government at the county level shall make unified arrangements for the land that relies on or is placed in combination with the construction of small towns. The land for centralized resettlement of immigrants shall be arranged by the provincial government and implemented by the resettlement government. Relevant local people's governments and villagers' committees shall not enforce building standards.
