The Guiding Opinions on Doing a Good Job in County-level Mobile Medical Service clearly adopts the method of "fixed facilities and mobile services" to promote the downward shift of service focus and the sinking of high-quality medical resources, adapt to the health service needs of rural residents, and continue to consolidate and expand the achievements of basic medical security. Exploring the establishment of flexible employment mechanism in rural areas will provide more powerful support for implementing rural revitalization strategy and promoting the construction of healthy China. By 2025, a stable working mechanism of county-level mobile medical care and resident service will be basically established.

This is to further establish a system for urban medical and health personnel to regularly serve rural areas, improve the level of county medical and health services, especially rural medical and health services, and promote the healthy development of rural medical and health systems after the publication of the "Opinions on Further Deepening Reform and Promoting the Healthy Development of Rural Medical and Health System" and other documents in February 2023. In principle, the service personnel stationed at the village level shall work in the village clinic for not less than 5 days a week, not less than half a day, and serve continuously in the same administrative village for not less than half a year. The medical personnel may be responsible for multiple villages in sections.
