Your cousin's license plate index cannot be transferred to you. Beijing stipulates that once the license plate index is obtained, it is not transferable. Private transactions can be made, but ownership cannot be transferred.

There must be four indicators.

1, the new car must have indicators;

2. There must be indicators to buy used cars;

3. When accepting a car donated by others, the donee must have a car purchase index;

4. Foreign vehicles are transferred to Beijing. For example, if foreign vehicles are purchased and licensed in Beijing, there must be indicators for foreign vehicles to change their licenses to Beijing.

Indicators can be retained in two types of situations.

1. After the motor vehicle is scrapped, you can keep the index when buying a new car and do not participate in the lottery;

2. When you sell a used car under your own name, you can keep the indicators when you buy a new car, and you don't need to participate in the lottery.
