Conditions for withdrawal of public accumulation fund in Wuhan

First, Wuhan provident fund extraction conditions

(A), housing consumption category extraction

Article 4 Employees who have one of the following housing consumption situations and have not applied for housing provident fund loans (including housing provident fund portfolio loans) may withdraw their own and their spouses' housing provident funds:

(a) the purchase of commercial housing, affordable housing, housing reform, fund-raising housing, second-hand housing;

(two) the construction, renovation and overhaul of owner-occupied housing;

(3) Renting a house in accordance with the law through market leasing, and the monthly rent exceeds 20% of the monthly salary income of the family (calculated according to the sum of the monthly salary income of the employee and the husband and wife who have paid the housing provident fund);

(four) the lease of Wuhan municipal government low-cost housing.

Article 5 If an employee has applied for a housing provident fund loan when purchasing owner-occupied housing, the balance in his spouse's housing provident fund account can only be used to repay the principal and interest of the housing provident fund loan (including the housing provident fund portfolio loan). The relevant repayment methods and procedures shall be handled according to the relevant provisions of Wuhan employees' withdrawal of housing provident fund to repay individual housing loans.

Article 6 When employees apply for housing consumption and withdraw housing accumulation fund, they shall submit the following materials:

(a) the original and photocopy of my housing provident fund deposit certificate (for household registration book or joint card);

(2) The original and photocopy of my resident ID card;

(three) the original and photocopy of the relevant information to prove the reason for the extraction.

According to the order from Item (1) to Item (4) of Article 4, the extraction of certification materials refers to:

1. If an employee purchases the first set of self-occupied housing and does not choose to use the housing provident fund loan, both husband and wife are allowed to withdraw the housing 1 housing provident fund every three years (the second purchase does not enjoy this policy):

(1) If the owner-occupied housing has not been paid off, the signed and effective housing sales contract or purchase agreement shall be provided according to the provisions of the government real estate transaction (for the purchase of commercial housing and affordable housing, the purchase contract that has been filed in the real estate department shall be provided; Housing reform to buy a house requires the "approval letter for selling houses" and the purchase agreement of the Municipal Housing Reform Office, the fund approval form and the purchase agreement of the Provincial Housing Reform Office; The purchase of the fund-raising house requires the approval of the municipal real estate bureau or the approval of the provincial department in charge of the fund-raising house and the purchase agreement), the down payment receipt and the seller's collection account for transfer; After the first transfer is over 3 years, you can apply for extraction again with full invoice or official receipt, house ownership certificate and state-owned land use certificate;

(2) If the owner-occupied housing has been paid off (including housing purchased from other places), provide full invoices or official receipts, real estate licenses and state-owned land use certificates;

(3) If the owner-occupied house is purchased as a second-hand house, it is required to provide the house ownership certificate, the state-owned land use certificate and the tax-paid deed tax invoice after the transfer;

(4) If you choose to use commercial loans to purchase self-occupied houses and the loans have not been paid off (Wuhan only), you need to provide loan contract, mortgage contract, repayment savings passbook or card, and details of bank repayment in recent three years.

2. Workers who build their own self-occupied houses with property rights need to provide the "Construction Project Planning Permit" and "Construction Project Planning Acceptance Certificate" issued by the planning department of Wuhan City and District; For the renovation and overhaul of owner-occupied houses with property rights, it shall provide the housing safety appraisal certificate and the notice of dangerous houses issued by the municipal and district housing safety appraisal departments, the construction contract and the invoice for purchasing building materials in the name of oneself (or spouse), the house ownership certificate and the state-owned land use certificate.

3. If the monthly rent of the rented house exceeds 20% of the family's monthly wage income, it is necessary to provide the proof of the house with its own property rights under the name of the husband and wife without employees, the proof of the employee's rental situation issued by the unit, the house lease agreement signed with the lessor, the house lease certificate issued by the real estate department, the invoice of the house rental fee and the receipt of rent payment.

4. To rent low-rent housing of Wuhan Municipal Government, it is necessary to provide the "Low-rent Housing Lease Certificate" issued by the municipal and district real estate departments and the proof of self-owned housing under the name of no employee couple, the receipt of rent payment, the proof of the neighborhood office where the account is located, and the proof of income of family members (employees, spouses and children).

Article 7 When withdrawing the housing accumulation fund from the spouse's account, the original and photocopy of the marriage certificate, household registration book and spouse's ID card shall be provided at the same time. If it belongs to the housing purchased by individual employees before marriage and both husband and wife have property, the spouse may not withdraw the housing provident fund on the grounds of purchasing the housing.

(2), other kinds of extraction

Eighth employees and their spouses have one of the following circumstances and no outstanding housing provident fund loans, you can withdraw the balance of my housing provident fund account:

(a) retirement;

(two) due to complete loss of labor ability and other reasons to terminate the labor relationship with the unit and there is no receiving unit;

(three) the termination of labor relations with the unit, and the account is not in Wuhan or the account has moved out of Wuhan or settled abroad;

(four) when the labor relationship with the unit is terminated, the male employee is over 50 years old and the female employee is over 45 years old;

(5) When the labor relationship with the employer is terminated, the balance of personal account is below 1 000 yuan (including 1 000 yuan);

(six) the housing provident fund account has been transferred to centralized custody for 2 years or the labor relationship with the original unit has been terminated for 2 years (before the promulgation of the Wuhan Housing Provident Fund Management Regulations) and has not been re-employed;

(seven) families of workers who enjoy the minimum living guarantee for urban residents in Wuhan;

(8) Resignation after being admitted to a full-time university (including graduate students);

(9) Dead or declared dead;

(10) Employees, spouses and children whose family life is particularly difficult due to major diseases [The scope of major diseases includes: chronic renal failure needs renal dialysis treatment and anti-rejection after renal transplantation; Malignant tumor (including leukemia); Chronic severe hepatitis, cirrhosis];

(eleven) workers' families suffered from disasters such as fire and earthquake, and their family life was particularly difficult.

Article 9 When an employee withdraws housing provident fund, in addition to the original and photocopy of his housing provident fund deposit certificate and resident identity card, he shall also provide the following original and photocopy of relevant certification materials in the order from Item (1) to Item (11) of Article 8:

(a) retirement, need to provide my "retirement certificate" or the "retirement certificate" issued by the labor and personnel department, without obtaining a retirement certificate, my ID card indicates that the age should reach the statutory retirement age stipulated by the state (60 years old for male employees and 55 years old for female employees), which is issued by the labor and personnel department of my unit;

(two) completely lost the ability to work, and terminate the labor relationship with the unit, it is necessary to provide a disability certificate issued by the hospital at or above the municipal level and an agreement to terminate the labor relationship with the unit;

(3) When terminating the labor relationship with the unit: if it is a foreigner in China, it is necessary to provide a household registration certificate; If the account moves out of Wuhan, it is necessary to provide a certificate of account moving out issued by the public security organ; If you leave the country to settle down, you need to provide a certificate of cancellation of your household registration or an immigrant visa;

(4) When terminating the labor relationship with the unit, if the male employee is over 50 years old and the female employee is over 45 years old, provide an agreement to terminate the labor relationship with the unit;

(5) If the personal account balance is less than 1 ,000 yuan (including 1 ,000 yuan) when the labor relationship with the employer is terminated, provide an agreement to terminate the labor relationship with the employer;

(six) housing provident fund account centralized custody for two years without re employment, the need to provide "housing provident fund centralized custody certificate"; Before the promulgation of the Regulations of Wuhan Municipality on the Management of Housing Provident Fund, if the certificate of centralized custody of housing provident fund is not handled, an agreement to terminate the labor relationship with the original unit shall be provided; After the promulgation of the Regulations on the Management of Housing Provident Fund in Wuhan City, if employees and units terminate their labor relations, they will all handle centralized custody of their accounts, and go through the withdrawal procedures upon the expiration of the custody certificate;

(seven) the families of workers who enjoy the minimum living guarantee for urban residents need to provide the "Wuhan Minimum Living Guarantee Certificate" and the agreement to terminate the labor relationship with the unit;

(8) If the employee resigns to study in a full-time college (including graduate students), he shall provide a formal admission notice and an agreement to terminate the labor relationship with the unit;

(9) If an employee dies or is declared dead, it is necessary to provide the employee's death certificate or the legal document declared dead, the personal legal identity certificate of the heir or legatee, the marriage certificate and household registration book, the notarial certificate issued by the notary office and the ruling of the people's court; If the heir or legatee is a person with no capacity for civil conduct (or a person with limited capacity for civil conduct), his guardian shall apply for the withdrawal of employee housing provident fund with his guardian's identity certificate;

(10) If the family life of employees, their spouses and children is particularly difficult due to major diseases, it is necessary to provide the hospital certificate at or above the municipal level (stamped with the special seal for hospital diagnosis certificate), the serious medical records audited by the medical insurance department, the special receipt for hospitalization (stamped with the special seal for hospital charges), the certificate of serious family life difficulties issued by the unit and the sub-district office, the marriage certificate and the household registration book (if the employees, spouses and children are not registered in the same household registration book, the public security department at the place where the household registration is located)

(eleven) workers' families suffered from fire, earthquake and other special difficulties in family life. It is necessary to provide the accident certificate, employee unit certificate, marriage certificate and household registration book issued by the neighborhood office and police station of the place of residence.

Article 10 During the centralized custody of the housing provident fund account, if the employees meet the withdrawal reasons listed in Articles 4 and 8 of these Provisions, the employees themselves or their heirs and legatees may apply for withdrawal of the full amount in the custody account.

Second, Wuhan provident fund extraction process

Twelfth workers to the housing provident fund deposit bank or unit to receive and fill out the "housing provident fund withdrawal application form".

Article 13 If an employee himself or his heir or legatee applies to the unit for withdrawing housing provident fund based on the extracted information, the unit to which he belongs shall carefully verify and prove the authenticity of the reasons for withdrawing housing provident fund, sign an opinion on the Application Form for Withdrawing Housing Provident Fund and affix the official seal of the unit.

Fourteenth employees hold the "application form for the withdrawal of housing provident fund" and related materials to the management center and its branches or deposit banks to go through the withdrawal and examination procedures.

Fifteenth management center and its branches or bank in accepting the employee withdrawal application, after examination and approval, should sign the consent in the "housing provident fund withdrawal application form"; If there is any doubt after examination, the relevant extraction certification materials shall be retained, and a decision on approval or disapproval of extraction shall be made within 3 working days, and the applicant shall be notified.

Article 16 After the management center and its branches or the opening bank have passed the examination and approval, the employees shall go to the unit where they work to issue the certificate of housing provident fund withdrawal with the "Application Form for Housing Provident Fund Withdrawal" that has passed the examination and approval, and go through the withdrawal procedures at the opening bank.

Seventeenth withdrawal amount exceeds 6.5438+million yuan (including 6.5438+million yuan), and in line with the provisions of Item (7), (10) and (11) of Article 8, it must be audited by the management center or its branches; With the approval of the management center or its branches, with the "Housing Provident Fund Extraction Application Form" and the "Housing Provident Fund Extraction Certificate" issued by the unit, the bank shall handle the extraction procedures.

Eighteenth extraction of housing provident fund shall be handled in accordance with the procedures of preliminary examination, review and authorization, and the acceptance and audit department shall keep a copy of the information while reviewing the authenticity.

Article 19 If an employee is unable to go through the formalities of housing provident fund withdrawal in person for some reason, he may entrust others to do it on his behalf: if he entrusts his spouse, parents or children to do it on his behalf, he shall provide a household registration book or marriage certificate that can prove his lineal relatives and the identity card of the entrusted person; If a non-lineal relative is entrusted to make the withdrawal on his behalf, the power of attorney notarized by the notary department and the client's ID card shall be provided.

Twentieth employees who deposit housing provident fund into the bank shall apply to the management center or its branches for approval when they withdraw housing provident fund when buying a house.
