2. Strictly manage the temporarily occupied forest land and achieve obvious results

According to the division of labor within the Forestry Bureau, our station is responsible for supervising the management of temporarily occupied forest land such as quarries, and will quarry during the work. The temporary occupation of forest land in the field shall be regulated as a priority.

In strict accordance with the provisions of the "Forest Law", "Forest Law Implementation Regulations" and "Measures for the Review and Approval of Occupied Forest Land", units or individuals who need to temporarily use forest land must declare various materials in strict accordance with the procedures and implement an administrative licensing system. According to the special conditions of our region, we set the time limit for temporary forest land occupation to one year. Since most of the quarrying companies in our district are within the scope of ecological public welfare forests, the application for certificates must be submitted to the province for approval, and the provincial bureau controls the procedures for quarrying companies that seriously damage the environment. As a result, the current quarrying companies in our district are It is difficult to go through the procedures for temporarily occupying land for stone enterprises.

3. Strengthen the management of the timber circulation market and protect the security of forest resources

In order to protect the security of forest resources in our region, in accordance with the relevant provisions of the "Hubei Provincial Timber Circulation Management Regulations", in the timber purchase Strict supervision and management should be carried out in all aspects such as sales, transportation, processing and utilization. First, applicants applying for timber business (processing) licenses shall be subject to strict qualification review. After on-site investigation and verification, it will be reported to the Forestry Administrative Approval Section for approval. The second is to conduct post-supervision of timber management (processing) households that meet the conditions to ensure that their actions are within the scope permitted by the forest law. At present, there are 23 timber business households and 4 processing households in the district. Their production, operation and processing activities are all under our supervision, and illegal operations (processing) have not yet occurred; illegal transportation of timber and illegal occupation Behaviors on forest land were investigated and punished. 20 forestry administrative penalty cases were investigated and dealt with throughout the year, including 10 cases of illegal transportation and 10 cases of illegal occupation of forest land. There were no administrative failure cases or wrong cases. The publicity rate of penalty standards and handling results reached more than 98%. , effectively protecting the forest resources in our area.

4. Standardize forest harvesting management and control cases of indiscriminate forest felling

On the one hand, strengthen the certification and post-logging management of forests and tree harvesting, implement on-site supervision of timber harvesting, and monitor the actual situation of forest restoration. We will inspect the situation and stop illegal logging and the purchase of unlicensed timber. On the other hand, we will further standardize the procedures for forest harvesting, carry out felling feasibility analysis and harvesting planning for all felling application units or individuals, carefully carry out preparatory work such as the design of harvesting operations before quota harvesting, and implement the work on each tree, Every farmer contributes to strengthening the protection of forest resources in our area and rational utilization of forest resources.

5. Strengthen legal publicity and legal training, and improve the level of administration according to law

This year, our station has taken a variety of measures to comprehensively strengthen legal publicity and law enforcement training: First, publicity Forestry laws, regulations and policies have made the reform of the forest rights system deeply rooted in the hearts of the people. At present, we have sent four special work teams to 297 villages in 12 streets, townships and towns in the region, benefiting more than 1,800 people and distributing 3,350 copies of relevant materials. Publicity to quarrying enterprise owners is mainly through issuing notices and attaching laws and regulations to the notices for widespread publicity.
