Article 14 of the Passport Law of the People's Republic of China: If an applicant is under any of the following circumstances, the passport issuing organ shall not issue a passport within six months to three years from the date of his punishment or repatriation:
(1) Being subject to criminal punishment for obstructing the administration of the national (border) territory;
(2) Being repatriated to China because of illegal exit, illegal residence or illegal employment.
