You can't get a UAE passport for how long you have been married to a UAE woman, because the UAE nationality policy stipulates that immigrants who apply for naturalization must marry a UAE man, have children after marriage 15 years, and join Muslims before they can apply for naturalization. Others are not allowed to become Albanian citizens unless they get permission from the highest authorities in Albania. However, Arab countries treat their own people in many grades, such as authentic and foreign, so they treat them differently. So they can't get UAE passports for a long time when they marry UAE women.
