The complainant reflected through the public mailbox of Chongqing Municipal People's Government that "some farmers in Sanchuan Sanquan Neighborhood Committee of Nanchuan District have not received the subsidy for returning farmland to forests for two years". I. Investigation and verification of the situation

The complainant lives in Wang Jiabao, Club 9, Sanquan Neighborhood Committee (formerly Dahe Village), sanquan town. Since 2002, Sanquan Neighborhood Committee has implemented 2 186.8 mu of returning farmland to forests, and the planted trees are Liquidambar formosana, Cunninghamia lanceolata and Ginkgo biloba. Among them, the area of 9 cooperatives is 1043.97 mu, involving farmers 175 households; In 2002-2004, the cooperative implemented the independent operation of returning farmland to forests, passed the annual self-inspection and acceptance of the district office of returning farmland to forests, and realized the subsidy funds for returning farmland to forests on time.

In 2005, considering that most rural laborers went out to work, Zhao, the president of the cooperative, decided to contract the returning farmland to forests in autumn to large households. Village community cadres of neighborhood committees also held a general meeting in Community No.9 to discuss the contracted management and protection of farmland, but the village community cadres did not explain to the masses that the management and protection will be contracted by the owners according to the annual price of 90 yuan per mu from 2005. Because some farmers were worried that they could not get the subsidy for returning farmland to forests, they signed their names on a piece of paper prepared by village cadres, and some farmers who did not attend the meeting were signed by others. According to this signature list, in June 5438+October 2005 10, President Zhao, as Party A, signed a five-year contract with Li Zhaoxi, a large contractor, for returning farmland to forests in the ninth residential area of Sanquan neighborhood, that is, from October 30, 2005/kloc-0 to February 30, 2009, it was agreed that the annual management fee per mu would be 90 yuan, which would be paid by the returning farmland households. However, there is no such management contract in the hands of 9 households returning farmland in Sanquan neighborhood Committee.

In 2005, the farmland of nine houses in Sanquan neighborhood committee was managed by farmers themselves in spring and contracted by large households in autumn. After the acceptance of Nanchuan District Agricultural Office, the subsidy funds for returning farmland to forests were cashed in that year, and farmers also paid the management fee of 90 yuan per mu to large contractors. In 2006, the big contractor also managed the farmland of No.9 cooperative as required, and the subsidy funds for returning farmland to forests have been cashed after acceptance. However, the farmers in Wang Jiabao (where the petitioners live), Huilongguan, Spider Dam and other places of the cooperative are unwilling to pay the management fee to the big contractor, on the grounds that the big contractor wants to return the management fee he managed in the spring of 2005, thinking that the management fee per mu of 90 yuan is too high and the management quality of the big contractor is not as good as his own. In 2007, large contractors failed to manage and protect about 600 mu of farmland in Wang Jiabao, Huilongguan and Spider Dam because they did not receive the management fee in 2006. In addition, farmers failed to protect their cultivated land management, which led to the failure of the self-examination of the office of returning farmland to forests in 2007, and the subsidy funds for returning farmland to forests in that year could not be cashed according to regulations. This led petitioners to petition.

Second, the handling opinions of Nanchuan District

(1) The Office of Returning Farmland to Forests in Nanchuan District strictly follows the Regulations on Returning Farmland to Forests and relevant policies and regulations to ensure the effectiveness of returning farmland to forests and the interests of farmers. No matter whether it is managed by farmers or large contractors, in the upcoming self-inspection and acceptance at the county level in 2008, as long as the returning farmland to forest meets the acceptance criteria, the subsidy funds for returning farmland to forest in 2007 and 2008 will be paid in one lump sum.

(2) The contradiction between farmers returning farmland to forests and big contractors about maintenance fees was recently resolved through coordination between sanquan town Municipal Government and Sanquan Neighborhood Committee. For those who are willing to be managed by large households, the returning farmland households and large households will continue to perform the original contract; For those who are willing to take care of themselves, the escrow contract with the extended family will be suspended, and the management obligations will be fulfilled by themselves to meet the national standards.
