To go abroad to visit relatives, friends, travel, study abroad, settle down, find employment or engage in business and other non-official activities, you need to apply for the "People's Republic of China and the National People's Congress" passport".

(1) Please bring your ID card or household registration book to the police station where your household registration is located, the exit and entry management department of the public security branch (county) bureau

, or the exit and entry management office of the Beijing Municipal Public Security Bureau to collect it "Approval Form for Application for Private Entry and Exit of the Country (Border) by Chinese Citizens" (hereinafter referred to as the "Application Form").

(2) When collecting the form, please indicate the country (region) and reason for application to avoid receiving the wrong form.

Things to note when filling in the application form (1) The "Application Form" must be written in black or blue-black ink Please fill in the form with clear and neat handwriting, no alteration is allowed.

(2) The applicant’s name must be filled in using national standard simplified Chinese characters, consistent with the household registration book and resident ID card.

(3) The "pinyin name" must be spelled in Mandarin: the "date of birth" must be consistent with the household registration book and ID card: "birthplace" can be filled in with the province or municipality; "marital status" should be based on the actual Fill in the situation.

(4) "Place of household registration" refers to the detailed address of the applicant's household registration location, which must be consistent with the record in the household registration book.

(5) "Political outlook" can be filled in with "member of the Communist Party of China" or "member of the Communist Youth League" or "name of the democratic party" or "mass".

(6) "Education level" should be filled in according to the highest academic qualification recognized by the national competent education department. "Occupation, position, and professional title" should be filled in according to the applicant's current status and the "professional title" recognized by the country.

(7) The full name of "work unit" must be filled in. If the applicant's personnel file is inconsistent with the work unit, fill in the current work unit and indicate the file storage location in the remarks column. If the retiree's personnel files are stored in the original unit, fill in the original unit.

(8) "Number of times the applicant applied to leave the country for private reasons" refers to the number of times he applied to leave the country at the public security organ. Those that are not approved will also be calculated together, and the non-approval situation will be explained in the remarks column.

(9) "Resume" should be filled in from junior high school, and the starting and ending dates should be accurate and consistent.

(6) "Education level" should be filled in according to the highest academic qualification recognized by the national competent education department. "Occupation, position, and professional title" should be filled in according to the applicant's current status and the "professional title" recognized by the country.

(7) The full name of "work unit" must be filled in. If the applicant's personnel file is inconsistent with the work unit, fill in the current work unit and indicate the file storage location in the remarks column. (8) "Number of times the applicant applied to leave the country for private reasons" refers to the number of times he applied to leave the country at the public security organ. (11) Fill in the country of destination according to the first country after leaving the country (excluding transit countries). Only one reason can be selected.

(12) "Overseas Inviter's Situation and Applicant's Relationship" must fill in the inviter's name, gender, age, overseas address, occupation and the formation of the relationship with the applicant; for studying abroad, fill in the same as Methods and processes for contacting overseas schools.

Opinions of the unit

Explanation on the opinions of the unit or police station:

Citizens traveling abroad for private matters should submit the review opinions of the unit or police station where they work. The specific requirements are: :

(1) For national public officials, their organizational personnel departments shall issue opinions according to their cadre management authority;

(2) Employees of state-owned and state-controlled enterprises and public institutions shall be responsible for , the legal representative of the enterprise or the personnel and security department of the unit authorized by him or her shall sign an opinion. If the legal representative applies to go abroad in person, the corresponding superior personnel management department shall issue an opinion;

(3) 14 years old or above (including 14 years old) For current students, opinions will be issued by their schools. For those under the age of 14, their parents or guardians must issue opinions agreeing to go abroad, and are not required to submit opinions from their work units or police stations. If the guardian is a grandparent, maternal grandparent or close relative, he must submit proof of kinship relationship, such as a kinship certificate issued by the police station or guardian unit, household registration book, etc.;

(4) Above (1) ( 2) For persons outside the categories (3), if the files are stored in the National Talent Exchange Center, the Beijing Talent Exchange Center or the Beijing Employment Agency Center, the "center" can issue an opinion; if the files are stored in the local city or county talent exchange center, they must Opinions will be issued by the "center" and the district (county) personnel bureau or labor bureau respectively. The talent exchange centers of various ministries and commissions and the Beijing Education System Talent Exchange Center approved by the national competent authorities can only issue opinions for the internal mobile personnel of the system archived by the centers;

(6) If military cadres go abroad for private matters, in addition to providing materials corresponding to the reason for going abroad, , it is also necessary to submit the "Examination and Approval Document for Military Cadres Going Abroad for Private Purposes"

(7) Other personnel shall issue opinions at the police station where the permanent residence is located in Beijing.

(8) Temporary residents from other provinces (autonomous regions, municipalities directly under the Central Government) who have worked continuously for one year in Beijing's foreign-funded enterprises, permanent representative offices of foreign enterprises and mixed-ownership enterprises and have temporarily lived in Beijing for more than one year. If the company needs to go abroad due to its business, the police station of its temporary residence, the applicant unit and the location of the file shall issue an opinion on going abroad. After verification by the Exit-Entry Administration Office and the public security agency of the place of residence, approval will be made in accordance with the law;

Any Units and individuals are not allowed to issue letters of opinion and affix official seals to applicants who are not part of their own unit or system. Violators will be held accountable in accordance with the relevant laws and regulations on the entry-exit management system.

The opinions of the unit or police station are valid for 6 months from the date of issuance.

Proof materials

Proof materials required to apply to go abroad

Applicants should submit the following materials for verification:

1. Personal household registration book , ID card, collective household registration card should be submitted. If the household registration book and ID card items are inconsistent or the household registration is still being transferred, please first go to the police station where the household registration is located to go through the change or settlement procedures. If you move to Beijing and settle in other places, the place where the ID card is issued must be changed accordingly.

2. Submit an "Application Form" that is completed as required and signed with the opinions of the unit or police station. A recent 2-inch straight-edge, full-face, color, half-length ID photo of a person without a hat (pasted in the corresponding position on the application form). Photo standards: Glossy photo paper, background color is white or light blue. If you are wearing white clothing, please use light blue background color. If you are wearing other colors of clothing, it is best to use white background. Photos require clear portraits, rich layers, and natural expressions. Public officials do not wear standard clothing, and children do not wear red scarves.

The size is the size of the half-length ID photo, 48 mm x 33 mm; head width: 21-24 mm; head length: 28-33 mm.

Photos that do not meet the above requirements and are one-time snapshots, reproduced photos or photos printed by color printers will not be accepted.

3. Depending on the reason for going abroad, you also need to prepare the following certification materials from relevant domestic units:

(1) To join a travel group to travel abroad, you must submit a certificate that has the right to operate overseas tourism Full travel package issued by a travel agency (2) Persons with a college degree or above who apply to study abroad at their own expense must submit the "Self-financed Study Abroad Qualification Certificate" issued by the Beijing Municipal Education Commission (address: No. 4, Zaojunmiao, Haidian District). Publicly-sponsored students studying abroad (including state-sponsored students and units-sponsored students) must submit a completed "Passport Registration Form for Publicly-sponsored Students Studying Abroad".

(3) To adopt a child to settle abroad, the adoption registration certificate issued by the provincial civil affairs department of the place of permanent residence and the adopter's passport or other identity documents must be submitted.

(4) Overseas labor service personnel handled by a labor service company must submit a description of the labor service project issued by the labor service company with the right to operate overseas labor services.

If an overseas employment service agency assists in applying for overseas employment, the employment contract signed between the applicant and the overseas employer and confirmed by the overseas employment service agency with the right to operate overseas employment must be submitted.

(5) Those who want to go abroad for cultural exchanges must submit a consent certificate issued by the cultural department at or above the provincial level or handle it in accordance with relevant regulations.

(6) Those who apply to go abroad for other reasons are not required to submit overseas invitation materials.

Submit the application form

After you have prepared all the materials, please submit the application in person to the Exit-Entry Administration Office of the Beijing Municipal Public Security Bureau with all original documents and copies (B5 size), and Respond to relevant inquiries. You need to submit the following materials:

1. Household register, original resident ID card and copies of the first page of the household register, personal information page, change page and resident ID card;

2. The original completed application form;

3. Corresponding supporting materials (receive photocopies of the materials to verify the originals);

4. If you already hold an ordinary passport, submit the original photo.
