Main responsibilities of Weifang Water Conservancy Bureau

(a) responsible for ensuring the rational development and utilization of water resources. Drafting normative documents of the city's water conservancy work, formulating the city's water conservancy development plans and policies, and organizing the preparation of comprehensive water conservancy plans and professional plans; To be responsible for proposing the investment scale and direction of water conservancy fixed assets, suggestions on financial fund arrangement and suggestions on investment arrangement of water conservancy construction; Responsible for the supervision and management of municipal water conservancy funds and water conservancy state-owned assets; Put forward policy suggestions on water price, charges, credit and taxation.

(two) responsible for the overall planning and protection of water for life, production and operation and ecological environment. Unified supervision and management of water resources; Draw up the long-term supply and demand planning and water distribution plan of water resources in the whole city and supervise the implementation; Responsible for water resources scheduling of important river basins, regions and key water transfer projects; Organize the implementation of water permit, paid use of water resources, water resources demonstration and other systems; Guide the sewage treatment and reuse, and the development and utilization of rain and flood resources; Guide the water supply in the water conservancy industry and the development of rural hydropower resources, small hydropower and other work.

(three) to undertake the responsibility of water resources protection and water conservation. Responsible for the unified management of water conservation within their respective administrative areas; Organize the preparation of the city's water resources protection planning and water-saving planning; Organize the preparation of water function zoning of important rivers, lakes and reservoirs and supervise their implementation; Check the pollution capacity of water body and put forward suggestions to limit the total amount of sewage discharge; The new construction, reconstruction and expansion of sewage outlets in rivers and lakes shall be examined and approved by the water administrative department in advance; To guide the protection of drinking water sources and the development, utilization and protection of groundwater; Formulate water-saving policies to guide and promote the construction of a water-saving society.

(four) to organize, coordinate, supervise and guide the city's flood control and drought relief work, and undertake the daily work of the flood control and drought relief headquarters of the municipal government. To be responsible for making suggestions on flood control planning such as overall land use planning and urban planning and flood control demonstration of major construction projects; Responsible for flood impact assessment of important flood areas, flood storage and detention areas and flood control protection areas; To guide the emergency management of water conservancy emergencies.

(five) to guide the construction and management of water conservancy projects. To guide the management and protection of water conservancy facilities, waters and coastlines; To guide the management and development of rivers, lakes, estuaries and coastal beaches; Organize and implement the construction and operation management of important water conservancy projects that control or cross counties and basins; Organize the implementation of relevant systems for water conservancy project construction; To guide the supervision and management of the water conservancy construction market; Review the construction projects and construction schemes within the scope of river management according to the prescribed authority; Guide the construction and management of moisture-proof dikes; Responsible for the supervision and management of water conservancy and hydropower immigrants.

(six) to guide rural water conservancy work. Organize and coordinate the basic construction of farmland water conservancy; Guiding irrigation and drainage of farmland and water supply in villages and towns; Organize the construction and management of rural drinking water safety and water-saving irrigation projects; Responsible for the city's rural public water supply management; Guide the construction of socialized service system of rural water conservancy.

(seven) responsible for soil and water conservation. Organize the preparation of water and soil conservation and water ecological construction plans and supervise their implementation; Organize the implementation of comprehensive prevention and monitoring of soil erosion; Responsible for the approval, supervision and implementation of water and soil conservation schemes for development and construction projects and the acceptance of water and soil conservation facilities; Centralized management and development of the "four wastes" (barren hills, barren hills, barren beaches and barren ditches).

(eight) to guide the water administration supervision and water administrative law enforcement. (eleven) to be responsible for the supervision of production safety and the maintenance of stability of the bureau and its subordinate units.

(twelve) to undertake other tasks assigned by the municipal party committee and municipal government.
