Issuance of seafarers' passports

I am an on-the-job crew member, currently in Panama. Generally speaking, ships will apply in advance for which country to enter. For example, after we come to Panama, we will go to Panama City, their capital, for one day every month. Immigration will take away our passports and apply for a small pass for us.
