Notice of the People's Government of Anhui Province on printing and distributing the measures for the implementation of the management of economic development support funds in large-scale reservoir areas in Pishihang Irrigation District of Anhui Province Article 1 In order to strengthen the management of matching funds (hereinafter referred to as funds) for the economic development of large-scale reservoir areas in Pishihang Irrigation District, promote the economic development of the reservoir areas, and help the immigrants in the reservoir areas get rid of poverty and become rich as soon as possible, these measures are formulated in accordance with the Provisions on the Management of Matching Funds for the Economic Development of Large-scale Reservoir Areas in Pishihang Irrigation District of Anhui Province (hereinafter referred to as the Provisions). Article 2 From June 1 day, 2000 to February 3 1 day, 2005, the collection, distribution, use and management of funds specified in Items (1), (2) and (3) of Article 3 of the Regulations shall be implemented in accordance with these Measures; The allocation, use and management of the funds specified in item (4) shall be implemented in accordance with the existing relevant provisions of the provincial people's government. Article 3 A fund collection unit shall, in accordance with the Regulations and these Measures, perform its duties according to law and complete the task of fund collection.

The people's government of the county where the reservoir area is located and its relevant administrative departments shall strengthen the management of the use of funds and improve the efficiency of the use of funds.

The administrative departments of planning, finance, water conservancy and electric power of the provincial people's government shall, in accordance with their respective duties, do a good job in the management and supervision of fund raising, distribution and use, and ensure the safe, efficient and orderly operation of funds. Article 4 Funds shall be raised and turned over in accordance with the following provisions:

(1) 10% of agricultural irrigation water fee and 10% of water fee are extracted from Pishihang irrigation area. After the end of irrigation every year, Pishihang Irrigation District Administration will formulate a plan for the collection of irrigation water by the city and county (district) according to the county water consumption and actual water price in that year, which will be submitted to the province after being audited by the water administrative department of the provincial people's government. Belonging to the province, the people's governments of the cities and counties (districts) that benefit from water use shall be responsible for unified collection, and the financial department shall directly turn it over to the provincial finance twice a year, of which 1 1 shall turn it over to 70% of the planned number of the year before the end of the year, and the balance shall be turned over before the end of February of the following year; Outside the province, the General Administration of Pishihang Irrigation District is responsible for the collection and turned over to the provincial finance according to the above provisions.

The measures referred to in beneficiary cities and counties (districts) refer to Lu 'an City and its affiliated Jinzhai County, Huoshan County, Shucheng County, Shouxian County, Huoqiu County and Ji Ye Experimental Zone, Hefei City and its affiliated Feidong County, Feixi County, Changfeng County and Lujiang County of Chaohu City.

(II) The additional 65,438+00% of industrial water (excluding power generation water, the same below) and urban domestic water fee in Pishihang Irrigation District shall be collected together with the water fee by the General Administration of Pishihang Irrigation District, and shall be turned over to the provincial finance according to the provisions of Item (1) of this article.

(3) 65,438+07% of the total power generation sales revenue of Meishan, Xianghongdian, Foziling and Mozitan power stations (including small hydropower stations and rehabilitation units developed by the four major power stations, the same below) is collected by the provincial power company, settled quarterly and turned over to the provincial finance before the end of the first month of the next quarter. Article 5 According to Article 6 of the Regulations, the funds shall be allocated in the following ways:

(1) All the funds extracted from agricultural irrigation water charges in Shihe Irrigation District and the additional funds for agricultural irrigation water, industrial water and urban domestic water charges were allocated to Jinzhai County; The funds extracted from agricultural irrigation water charges in Pi River irrigation area and the additional funds for agricultural irrigation water, industrial water and urban domestic water shall be distributed according to the proportion of 63% in Jinzhai County, 34% in Huoshan County and 3% in Yu 'an District of Lu 'an City (subsidy for land inundation in Hengpaitou); The funds extracted from agricultural irrigation water charges and the additional funds for agricultural irrigation water, industrial water and urban domestic water charges in Hangbuhe Irrigation District are all allocated to Shucheng County.

(2) All the funds extracted from the total sales revenue of Meishan and Xianghongdian Power Stations are allocated to Jinzhai County; All the funds extracted from the total sales revenue of on-grid power generation of Foziling and Mozitan power stations are allocated to Huoshan County. Article 6 According to the actual water supply and irrigation of five large reservoirs and the actual power generation and fund collection of four power stations provided by the provincial electric power company, the planning administrative department of the provincial people's government shall, jointly with the poverty alleviation institutions and financial departments at the same level, put forward the fund allocation plan twice before the end of1/kloc-0 and the end of February of the following year, and after soliciting the opinions of Lu 'an City, submit it to the provincial people's government for approval.

The financial department of the people's government at the provincial level shall, according to the approved fund allocation plan, transfer the funds to the financial special account of the resettlement support funds in the county where the reservoir area is located twice before the end of 12 and the end of March of the following year. Article 7 Special funds shall be used to promote the economic development of Meishan, Xianghongdian, Foziling, Mozitan and Longhekou in Pishihang Irrigation District, and its scope of use shall be:

(a) comprehensive development projects of immigrant agriculture in the reservoir area, focusing on planting and breeding projects that can achieve good benefits in a short period of time and directly improve the income of immigrants in the reservoir area, and scientific and technological training and popularization projects of agricultural practical technology.

(2) Infrastructure construction in concentrated residential areas of immigrants in the reservoir area, focusing on rural roads, irrigation and water conservancy, drinking water for people and animals, culture, education and health and other basic public welfare facilities that can directly improve the production and living conditions of immigrants in the reservoir area.

(3) Immigrants from the reservoir area will develop secondary and tertiary industries, focusing on the processing industry and tertiary industry that exploit local resources.
