Wang's parents used this false certificate to move their household registration to the police station in Zhiganglaka, Jianzha County, without moving their household registration in Xinxiang City, Henan Province to Qinghai, and changed Wang's nationality from Han to Tu. As a result, Wang became a Qinghai candidate with both household registration and student status in Qinghai Province, and successfully signed up for this year's college entrance examination in Jianzha County.

On June 24, 2008, the results of college entrance examination were announced, and Wang won the first place in Qinghai liberal arts. On June 26th, Qinghai Provincial Admissions Office asked Jianzha County to check Wang's student status. Wang's parents sent money to the person in charge of the conscription office in Jianzha County, asking him to find a way as soon as possible. The person in charge instructed others to issue false household registration and student status certificates to the police station in Zhiganglaka and cambra Middle School, and reported to the provincial recruitment office that Wang was indeed a candidate in Jianzha County. It was not until July 14 that the problem of Wang's affiliation as a student was exposed after further investigation by the investigation team.

At the same time, it also found out that four other candidates in Jianzha County had empty accounts, turned fakes into truth and defrauded their school status. During the investigation, the staff found that the relevant personnel of the Education Bureau of Jainca County, Ban Zhao and Jainca County Middle School accepted money and goods and accepted the travel arranged by the parents of the candidates in the process of hanging up their student status in other provinces.

A spokesperson for the Supervision Bureau of the Qinghai Provincial Commission for Discipline Inspection said that Jianzha County will be instructed to deal with the state public officials who participated in this year's college entrance examination fraud, illegal operation and bribery seriously according to party discipline and discipline. The relevant responsible departments involved in this serious violation of discipline should be investigated for the responsibility of relevant leaders.
