Article 2 literally means bachelor's degree (including bachelor's degree plus honorary bachelor's degree or master's degree). In the absence of more information, suppose that a single master's degree in Australia has no academic degree, but a bachelor's degree can be native to Australia (inevitably recognized) or overseas (selectively recognized), so consider whether your bachelor's degree is a better school and whether it can be recognized by the Australian Immigration Bureau.

Suppose you are 25 years old when you graduate, and your IELTS score is 47, then the score you can get is 30 (age)+education (15)+ 10 (IELTS 47) +5 (two years' study in Australia) +5 (after graduation, take the Translation Association exam, and get extra points for community language).
