Is the village head an official?

Village head is the common name of village director.

The village director is a rural person and belongs to the head of the villagers' committee. The director of the village Committee is not a national cadre, but is legally elected by the villagers in his village.

However, the judicial interpretation of the second paragraph of Article 93 of the Criminal Law stipulates that a village committee director who assists the government in the following nine kinds of management work shall be regarded as a national cadre:

(a) the management of disaster relief, emergency rescue, flood control, resettlement and disaster relief funds and materials;

(two) the management of social donations to public welfare undertakings;

(three) the operation and management of state-owned land;

(four) the management of land expropriation compensation fees;

(5) Collecting and paying taxes;

(six) family planning, household registration and conscription;

(seven) to assist other administrative work of the people's government.
