According to the relevant provisions of document No.21issued by the State Council (2004), the reward and assistance object of this system is the one-child households or two-female households of rural residents who have reached the age of 60, and the reward and assistance funds are paid according to the 600 yuan standard per person per year until their death.

Confirmation conditions of reward and assistance objects

(a) the object of reward and assistance must meet the following four basic conditions:

3. I and my spouse have one child or two girls or children who have died and have no children;

(two) the policy statement of the basic situation of the reward and assistance object.

1. My spouse and I are both from agricultural registered permanent residence or defined as rural residents. Persons with accounts to be determined, settled (including pocket households) and without accounts shall not be identified.

"Rural hukou" refers to the hukou type corresponding to "urban hukou" in areas where "agricultural registered permanent residence" and "non-agricultural registered permanent residence" were abolished after the household registration management system reform.

I and my spouse's household registration must be in agricultural registered permanent residence or the household registration address is the villagers' committee. If it is recognized as agricultural registered permanent residence, it shall also meet one of the following conditions: (1) having contracted responsibility fields; Taking agricultural production as the main source of livelihood; Did not enjoy social security and welfare benefits for urban residents; Before the reform of rural taxes and fees, all kinds of agricultural taxes and fees were paid according to regulations.

Residents who belong to national and provincial key projects and still live in rural areas should have: the state has not arranged employment; Historical relics without land compensation.

Widowed, regardless of the original spouse's household registration, is defined by whether the current household registration is agricultural registered permanent residence or rural household registration.

One of the husband and wife is a non-agricultural registered permanent residence, and neither of them belongs to the object of reward and assistance.

2. If both husband and wife are childless, they do not belong to the object of reward and assistance.

3 no violation of family planning laws, regulations or policies.

Refers to the couples who have not violated the family planning laws, regulations or policy documents of this province since 1973 countries began to implement the "late, less, less" family planning policy.

Couples who gave birth during the period from 1973 to 1979 May 3 1 date back to the Interim Provisions of the Revolutionary Committee of Fujian Province on Several Issues Concerning Family Planning, which was implemented in June1979.

(1) Laws, regulations and normative documents related to family planning in our province

In June 1979, the Interim Provisions of the Revolutionary Committee of Fujian Province on Several Issues of Family Planning implemented the principle that a couple can have at most two children.

1984 1 1 year1October, the Supplementary Provisions of the People's Government of Fujian Province on the Birth Policy advocates that a couple can only have one child, and a second child can be born under special circumstances.

The Regulations on Family Planning in Fujian Province (revised as the Regulations on Population and Family Planning in Fujian Province in 2002) has been implemented since July 1988, which advocates a couple to have one child, and a second child can be born with approval under special circumstances. Unless otherwise stipulated by laws and regulations, the interval between giving birth to a second child is four years.

(2) The definition of early marriage and childbearing policy.

For couples who marry early and have children early, the Fujian Provincial Family Planning Regulations, which came into effect in July 1988, is the boundary: those who have given birth before this time are regarded as fertility behaviors that conform to laws and regulations; Anyone who gives birth to a child after this, if the social support fee has been collected in place (the husband and wife are under 40 years old and must implement long-term birth control measures), can be included in the reward and assistance object if they meet other conditions.

(3) Definition of birth spacing policy.

Taking the implementation date of the Family Planning Regulations of Fujian Province as the boundary: if a second child is born before the birth interval, it is deemed to be in line with the policy; After giving birth to a second child (unless otherwise stipulated by laws and regulations), the birth interval must be reached. However, if the second child is a girl before the birth interval, and the social support fee has been collected in place (if one of the husband and wife is under 40 years old, sterilization measures must be implemented), it can be included in the reward and assistance object under other conditions.

(4) About adoption.

Take the Adoption Law of People's Republic of China (PRC), which was implemented in April 1992, as the boundary: before that, adopted children or adopted children have formed a de facto adoption relationship, which can be regarded as legal adopted children; If a child is adopted after this, it must comply with the relevant provisions of the adoption law before it can be legally adopted.

4. There is one child or two girls or children who have died and have no children.

(1) Confirm the number of children

The calculation of the number of children of myself and my spouse should include biological children (including children raised by the original spouse after death, abandonment, adoption and divorce) and non-biological children (including adopted and foster children). If twins or multiple births are born, the number of children should be calculated.

(2) Confirmation of the existing number of children

The existing number of children refers to the total number of children of oneself and spouse, and the remaining number of children after deducting the number of children who have died.

(3) The number of children who died refers to the children who died before giving birth.

(4) Confirmation of the number of children born by remarried couples.

The number of children born by remarried couples includes the sum of the number of children born before remarriage and the number of children born after remarriage.

5. Born after 1 93365438+10/month, and over 60 years old.

Determination of (1) Birth Time

The time of birth is based on the time indicated on my ID card. If you have never applied for an identity card, the date of birth registered in the household registration book shall prevail.

(2) Calculation of age and time

The calculation of the age of the reward and assistance object is based on the age of 60, regardless of the month. Both husband and wife should calculate their ages separately. If one spouse is over 60 years old and the other spouse was born before 1 93365438+1October1,only the spouse who meets the age conditions will be rewarded, and the other spouse will not be rewarded. Bonuses will be paid to individuals over 60.

(3) Other relevant provisions.

1. On the Migration and Change of Household Registration

After the implementation of the reward and assistance system in the local area, if the household registration is moved by urban residents or changed to rural residents, the local reward and assistance policy will not be enjoyed. Accounts from other provinces and rural areas, and meet the conditions of incentives and assistance, where immigrants move in due to national policies, they can enjoy local incentives and assistance policies; For other reasons, you must live for five years before you can be included in the reward and assistance object.

2. About the withdrawal of the object of reward and assistance

If the object of reward and assistance dies, the reward and assistance will stop at the next payment. If the object of reward and assistance no longer meets the conditions of reward and assistance because of remarriage, re-birth, household registration and other changes, the reward and assistance will be stopped from the next month when the conditions change.

Four, reward and assistance object confirmation procedures

(1) I apply.

Eligible applicants shall apply to the township (town) people's government (street office) where the household registration is located before reaching the age of 60 (before March 3 1 of that year for those over 60), fill out the "National Rural Family Planning Award and Assistance Object Declaration Form" in triplicate, and submit it to the villagers' committee together with a copy of my ID card and a copy of my household registration book.

(two) the villagers' committee for deliberation and publicity.

The villagers' committee deliberated on the basis of the confirmation conditions of rural family planning reward and assistance objects, and discussed and passed by the villagers' congress. The list of objects discussed and approved was posted on the village affairs column for seven days. If there is no objection, the villagers' committee shall sign an opinion on the Declaration Form, and submit it to the township (town) people's government (street office) together with a copy of the applicant's ID card and household registration book before April 15.

(three) the township (town) people's government, street offices and publicity.

The people's government of a township (town) (street office) shall verify the information of the applicant declared by the villagers' committee, conduct a preliminary examination, publicize the list of applicants who have passed the preliminary examination in the open column of government affairs for seven days, set up a report mailbox at the same time, announce the report telephone number, and accept social supervision. The list without objection shall be sent to the villagers' committee for publicity, and reported to the county (city, district) Population and Family Planning Bureau before May 3 1.

(four) the county (city, district) population and family planning administrative departments for examination, confirmation and publication.

County (city, district) Population and Family Planning Bureau shall examine and confirm the reward and assistance objects reported by the township (town) people's government (street office). After preliminary examination and confirmation, the list of reward and assistance objects will be printed and distributed to villages, and will be publicized again in the village affairs column for seven days. At the same time, the list of reward and assistance objects, the report email address and the report telephone number will be announced to the public through newspapers, television and other mass media, and the list of reward and assistance objects without objection will be submitted to the county-level financial department and the fund entrusted agency before July 15, and the county (city, district) Population and Family Planning Bureau will make the final confirmation.

(five) by the provincial and municipal population and family planning administrative departments for the record verification.

County (city, district) Population and Family Planning Bureau will summarize and report the list of reward and assistance objects in the next year to the provincial and municipal population and family planning commissions for the record before July 3 1 each year. The Municipal Population and Family Planning Commission shall supervise the review quality of the population and family planning bureaus of counties (cities, districts), conduct spot checks on the reward and assistance objects provided, disqualify the reward and assistance objects that do not meet the requirements, and deal with the relevant parties in accordance with the Measures for the Accountability of Rural Family Planning in Fujian Province, and report the handling situation and results to the Provincial Population and Family Planning Commission in a timely manner.

The provincial population and Family Planning Commission shall verify the reward and assistance objects reported at the county level and conduct quality spot checks. At the same time, the number and roster of the province's reward and assistance targets will be submitted to the Provincial Department of Finance and reported to the National Population and Family Planning Commission.

(six) the county (city, district) population and family planning administrative departments for annual examination.

After the official start of the reward and assistance work, the county (city, district) Population and Family Planning Bureau should organize the township family planning office to conduct household surveys on the recipients, check the living conditions, the use of cards, and the collection of reward and assistance funds, and confirm new reward and assistance objects according to procedures. If it is not included in this year's reward and assistance plan for some reason, it shall be included in the next year's reward and assistance plan. Due to death, remarriage, household registration migration and other reasons, cancel the normal withdrawal of the object during the year. ; Those who have given birth again or have been confirmed to pay bonuses afterwards, and found that they do not meet the conditions, will be disqualified from giving birth and recover all the bonuses.

Five, reward assistance payment standard

Award assistance standard: Award assistance shall be paid according to the standard of not less than 600 yuan every year until death. Those who are over 60 years old will be paid according to their actual age when the reward and assistance system is implemented locally.

Six, the source of incentives and the proportion of financial burden

The reward and assistance funds shall be borne by the finance at or above the county level (including county level). The financial burden of the province (including central support) is 80% (excluding Xiamen), and the financial burden of the districts, cities and counties is 20%, which shall not be allocated to the town. The financial departments at all levels should ensure that the matching funds are fully in place and ensure the necessary expenses for this work.

The reward and assistance funds shall be borne by the provinces, cities, counties and townships, and shall be included in the family planning funds. The provincial level mainly undertakes the publicity of the provincial news media, the development of case management software for the target population, the establishment of training and information base, the printing of publicity materials with policy caliber and the printing expenses of various declaration forms and certificates. Districts and cities are mainly responsible for publicity and education, case information management, training, investigation, home publicity materials printing and other work funds; County and township levels are mainly responsible for investigation and evidence collection, declaration and approval, publicity and training, case information entry management and other business work funds. Family planning departments at all levels must adhere to the principle of being pragmatic, diligent and economical, strive to reduce administrative costs and improve the efficiency of fund use.
