In this military government system, although the ministers stationed in various parts of Xinjiang were nominally controlled by General Yili, for various reasons, the Central Committee of the Qing Dynasty gave these ministers relatively independent real power and made them occupy high positions. This management mechanism has always been a key factor affecting the political situation in Xinjiang in the Qing Dynasty.

In Xinjiang's military government system, only General Yili and Urumqi belong to the real officials with the same rank and title, ranking first among the officials of Wuzhi, while ministers and leaders of other places belong to part-time temporary positions.
