Two, classification guidance, the establishment of social security measures for landless farmers. The object of social security for landless farmers is mainly the registered agricultural population who lost all or most of their land because of the unified expropriation of rural collective land by the government and enjoyed the right to contract rural collective land at the time of land expropriation.

The resettlement involved in the land acquisition of large and medium-sized water conservancy and hydropower projects shall be handled in accordance with the relevant provisions of the State Council and the provincial government.

(a) social security for landless farmers according to the urban population. In the urban construction planning area, landless farmers who are resettled in cities and towns by stages and in batches, and landless farmers who are resettled in cities and towns outside the urban construction planning area according to the land acquisition needs of construction projects, establish social security in the following ways:

1. Endowment insurance. Land-expropriated farmers who have reached the age of 16 at the time of land requisition approval shall participate in the basic old-age insurance for enterprise employees. Based on the average salary of employees in the whole province over the years, the basic old-age insurance premium is paid in one lump sum according to the payment ratio of 28% (in which the individual burden of land-expropriated farmers is not higher than 8%), according to the actual age of land-expropriated farmers at the time of land acquisition approval, and according to the method of increasing the payment period of 1 year every two years from the actual age, the payment period is determined to be no more than 65,448 years. Land-expropriated farmers should continue to pay insurance premiums according to regulations before reaching the conditions for receiving basic pensions. Farmers whose land has been expropriated have reached the age of 60 for men and 55 for women, and receive basic pensions and enjoy the basic pension adjustment policies stipulated by the state.

2. Medical insurance. When the land acquisition is approved, the landless peasants who have reached the age of 60 for men and 55 for women will participate in the basic medical insurance for urban residents and enjoy the basic medical insurance benefits for residents. The local government pays residents' basic medical insurance premiums every year in accordance with the basic medical insurance policy for urban residents. I don't pay the premium, and the part that individuals should pay is paid from the government land revenue. In areas where the basic medical insurance for urban residents has not been carried out, this part of the landless peasants can be temporarily included in the basic medical insurance for urban workers, and the single-building co-ordination will be implemented. The medical insurance premium will be paid according to the local single-building co-ordination payment standard every year, and the basic medical insurance benefits for inpatient and outpatient diseases will be enjoyed; After the basic medical insurance for urban residents is carried out locally, it should be transferred to the basic medical insurance for urban residents in time; The funds needed to participate in the overall planning of basic medical insurance for urban workers are solved from the government land income.

When the land acquisition is approved, if the landless peasants under the age of 60 and 55 are re-employed in cities and towns, they will participate in the basic medical insurance for urban workers with the employer; Those who are employed in a flexible way shall participate in the basic medical insurance for urban workers in accordance with the provisions of coordinating flexible employees in the region; Unemployed people participate in basic medical insurance for urban residents. The local people's government may, according to the age of the above-mentioned personnel and the payment period of local medical insurance, give subsidies for a certain payment period for establishing a medical insurance relationship, and the required funds will be solved from the government land income.
