Fushuizhou Island (BechLongVi), also known as Bailongwei Island, is located in Beibu Gulf. It was formerly Chinese territory. There are more than a hundred residents living on the island. In 1957, the Chinese government handed the island to Vietnam. In 2004, China and Vietnam signed an agreement to officially transfer the islands to Vietnam. ?
Fushuizhou Island is located at 20’01’ north latitude and 107’42’ east longitude. It is 70 nautical miles away from Haiphong Port in Vietnam to the northwest and eight ports in Hainan to the southeast. The island is oval in shape, with an east-west long axis of 4.5 kilometers and a north-south long axis of 2.1 kilometers, covering an area of ??about 5 square kilometers. The west and south of the island are flat sandy land, and the northeast is mountains. The highest point is 53 meters above sea level. The flat parts have been converted into cultivated land, and the mountain parts are covered with lush grass. Near the coast is a vast shallow sea with a rocky bottom, which is the habitat of abalone, sea cucumber and other marine treasures. Before the French Emperor colluded with the Kuomintang bandits to rob and relocate the island in 1954, there were 135 households with 518 people (262 men and 256 women). When it was liberated in 1955, there were 64 households with 249 people. (127 males and 122 females). All residents are Han Chinese and speak Danzhou (Dan County, Hainan) dialect. Most of the elderly residents moved from Dan County, Hainan in the early 20th century. As time goes by, many residents have been born on the island. The islanders live in two villages, the big village is called "Fushuizhou Village" and the small village is called "Company Village". The livelihood of the islanders is mainly based on offshore fishing. They use very simple tools to dive naked to collect abalone and sea cucumbers, process them into dried products, and sell them to mainland China in exchange for food and other daily necessities. It also engages in agriculture. There are more than 500 acres of arable land on the island, planting upland rice, sweet potatoes, sorghum, beans, vegetables, watermelons, etc., and cannot be self-sufficient in food. In 1931, enthusiastic industrialists such as Pu Gongcai, Pu Wenjiang, and Chen Youde of Dan County raised funds to establish a development company and planted watermelons on a large scale on the island. This is where the name "Company Village" comes from. Unfortunately, due to the French invasion and the outbreak of the Anti-Japanese War, the company's business failed to develop. ?
In July 1955, the Chinese People's Liberation Army liberated the island and handed it over to Vietnam in March 1957. During this period, the island was administratively subordinate to Dan County, Hainan Administrative Region of Guangdong Province, and the "Fushuizhou Office of Dan County People's Government" was established as a district-level administrative unit. At the same time, a party-based grassroots organization "Fushuizhou Working Committee of Dan County Committee of the Communist Party of China" and a garrison unit "Fushuizhou Garrison Brigade of Hainan Military Division of the Chinese People's Liberation Army" were established. Banks, supply and marketing cooperatives, primary schools, fishery and agricultural production cooperatives, etc. all use the name Fushuizhou.
