Chapter I General Provisions Article 1 In order to encourage and support rural couples of childbearing age to have fewer children, get rich quickly and promote rural family planning work, these measures are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this autonomous region. Article 2 The term "poverty alleviation project" as mentioned in these Measures refers to the family planning incentive measures that give one-time incentive funds and other preferential policies to rural couples of childbearing age who can have two or three children in line with the family planning policy, but voluntarily give birth to one or two children less and take permanent birth control measures, or to rural pure family planning households who voluntarily take permanent birth control measures, so as to help them develop their economy and promote them to get rich as soon as possible.

The term "poverty alleviation project households with fewer children and quick wealth" as mentioned in these Measures (hereinafter referred to as project households) refers to rural family planning families who meet the conditions stipulated in these Measures and enjoy the incentive policies for poverty alleviation projects with fewer children and quick wealth. Article 3 These Measures shall apply to the implementation of poverty alleviation projects in this autonomous region.

The areas where poverty alleviation projects are implemented in the autonomous region shall be determined by the people's government of the autonomous region. Article 4 The health administrative department of the people's government at or above the county level shall be responsible for the implementation and management of poverty alleviation projects.

The financial and auditing departments of the people's governments at or above the county level shall supervise the issuance and use of incentive funds for poverty alleviation projects; Other relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, do a good job in the implementation of relevant poverty alleviation projects.

The postal department is responsible for the issuance of incentive funds for poverty alleviation projects with fewer children and faster wealth. Fifth police stations, villagers' committees and villagers' groups shall cooperate with the relevant investigation and verification work of the township (town) people's government and the health administrative department of the people's government at the county level. Sixth news, radio, television and other relevant units should carry out publicity activities of poverty alleviation projects.

The township (town) people's government shall regularly publish the list of new engineering households, publicize and praise them, and accept social supervision. Chapter II Incentive Measures Article 7 A one-time incentive fund of 3,000 to 5,000 yuan shall be given to rural couples of childbearing age who meet the requirements of these Measures.

The incentive funds for poverty alleviation projects with fewer children and quick wealth are stored in special accounts, which are earmarked for special purposes, and no unit or individual may use them for other purposes. Article 8 For a family with only one child or a purely female family planning family with two girls, after the husband and wife have reached the age of 60, they will be awarded 600 yuan every year until their death. Article 9 Project households who enjoy the incentive funds for poverty alleviation projects with fewer children and quick wealth shall enjoy the preferential treatment as stipulated in these Measures, as well as the relevant family planning preferential treatment as stipulated in population and family planning laws and regulations and national policies. Tenth people's governments at or above the county level may, in addition to the preferential treatment stipulated in these measures, formulate other incentives and preferential treatment measures for engineering households according to the actual situation.

County and Township People's governments shall establish a regular return visit system to help project households solve difficulties in production and business activities.

Encourage social forces to fund engineering households. Eleventh rural couples of childbearing age apply for incentive funds for poverty alleviation projects, undergo permanent birth control surgery, and go through the relevant procedures for incentive funds for poverty alleviation projects without paying any fees.

Any unit or individual shall not charge any fees when handling the procedures related to the incentive funds for poverty alleviation projects with fewer children and quick wealth. Twelfth engineering households who enjoy the incentive funds for the poverty alleviation project with fewer children and faster wealth shall be awarded the honorary certificate of the poverty alleviation project with fewer children and faster wealth by the township (town) people's government where the household registration is located. Article 13 The county and township people's governments shall announce the standard of incentive funds for poverty alleviation projects with fewer children and quick wealth as stipulated by the people's government of the autonomous region, as well as other incentives and preferential treatment given to project households. Chapter III Application Procedures for Incentive Funds Article 15 Married couples of childbearing age in rural areas where poverty alleviation projects are implemented who have registered permanent residence in the autonomous region may voluntarily apply for incentive funds for poverty alleviation projects with fewer children and quick wealth:

(a) in line with the family planning policy of the autonomous region, two children can be born, and one child has been born;

(two) according to the family planning policy of the autonomous region, three children can be born and one or two children have been born;

(three) pure female family planning (including married couples of childbearing age in Sichuan who have given birth to two girls); Families where married couples of childbearing age of Han nationality in mountainous areas have given birth to two girls; Families of married couples of childbearing age such as Hui people in mountainous areas who have given birth to three girls). Article 16 Married couples of childbearing age in rural areas who meet the conditions stipulated in Article 15 of these Measures may apply orally or in writing to the people's government of the township (town) where the household registration is located at any time for incentive funds for poverty alleviation projects.

To apply for incentive funds for poverty alleviation projects with fewer children and faster wealth, an application form for incentive funds for poverty alleviation projects with fewer children and faster wealth (hereinafter referred to as the application form) shall be filled out, and valid identity cards and household registration books of couples of childbearing age shall be submitted. The application form is in triplicate, one for the township (town) people's government, one for the county (city, district) people's government and one for the health administrative department of the people's government of the autonomous region. Seventeenth township (town) people's government shall verify the applicant's birth status, application form and identity certificate within 10 days from the date of receiving the application for incentive funds for poverty alleviation projects. Upon verification, if it meets one of the circumstances specified in Article 15 of these Measures, the list of applicants shall be published, and the contract for poverty alleviation projects with fewer children and quick wealth shall be signed with the applicant (hereinafter referred to as the contract); If it is verified that it does not conform to the provisions of Article 15 of these Measures, it shall explain the reasons in writing and inform the applicant immediately.

Couples identified as engineering households must sign contracts together. This contract is made in quadruplicate, one for the project owner, the township (town) people's government, the county (city, district) people's government and the health administrative department of the autonomous region people's government.
