Chapter I General Provisions Article 1 In order to encourage and support rural couples of childbearing age to have fewer children, get rich quickly and promote rural family planning work, these measures are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this autonomous region. Article 2 The term "poverty alleviation project" as mentioned in these Measures refers to the family planning incentive measures that give one-time incentive funds and other preferential policies to rural couples of childbearing age who can have two or three children in line with the family planning policy, but voluntarily give birth to one or two children less and take permanent birth control measures, or to rural pure family planning households who voluntarily take permanent birth control measures, so as to help them develop their economy and promote them to get rich as soon as possible.

The term "poverty alleviation project households with fewer children and quick wealth" as mentioned in these Measures (hereinafter referred to as project households) refers to rural family planning families who meet the conditions stipulated in these Measures and enjoy the incentive policies for poverty alleviation projects with fewer children and quick wealth. Article 3 These Measures shall apply to the implementation of poverty alleviation projects in this autonomous region.

The areas where poverty alleviation projects are implemented in the autonomous region shall be determined by the people's government of the autonomous region. Article 4 The health administrative department of the people's government at or above the county level shall be responsible for the implementation and management of poverty alleviation projects.

The financial and auditing departments of the people's governments at or above the county level shall supervise the issuance and use of incentive funds for poverty alleviation projects; Other relevant departments of the people's governments at or above the county level shall, within the scope of their respective duties, do a good job in the implementation of relevant poverty alleviation projects.

The postal department is responsible for the issuance of incentive funds for poverty alleviation projects with fewer children and faster wealth. Fifth police stations, villagers' committees and villagers' groups shall cooperate with the relevant investigation and verification work of the township (town) people's government and the health administrative department of the people's government at the county level. Sixth news, radio, television and other relevant units should carry out publicity activities of poverty alleviation projects.

The township (town) people's government shall regularly publish the list of new engineering households, publicize and praise them, and accept social supervision. Tenth people's governments at or above the county level may, in addition to the preferential treatment stipulated in these measures, formulate other incentives and preferential treatment measures for engineering households according to the actual situation.

County and Township People's governments shall establish a regular return visit system to help project households solve difficulties in production and business activities.

Encourage social forces to fund engineering households. Eleventh rural couples of childbearing age apply for incentive funds for poverty alleviation projects, undergo permanent birth control surgery, and go through the relevant procedures for incentive funds for poverty alleviation projects without paying any fees.

Any unit or individual shall not charge any fees when handling the procedures related to the incentive funds for poverty alleviation projects with fewer children and quick wealth. Twelfth engineering households who enjoy the incentive funds for the poverty alleviation project with fewer children and faster wealth shall be awarded the honorary certificate of the poverty alleviation project with fewer children and faster wealth by the township (town) people's government where the household registration is located. To apply for incentive funds for poverty alleviation projects with fewer children and faster wealth, an application form for incentive funds for poverty alleviation projects with fewer children and faster wealth (hereinafter referred to as the application form) shall be filled out, and valid identity cards and household registration books of couples of childbearing age shall be submitted. The application form is in triplicate, one for the township (town) people's government, one for the county (city, district) people's government and one for the health administrative department of the people's government of the autonomous region. Couples identified as engineering households must sign contracts together. This contract is made in quadruplicate, one for the project owner, the township (town) people's government, the county (city, district) people's government and the health administrative department of the autonomous region people's government.
