Main responsibilities of Henan Grain Bureau

(a) to implement the national guidelines, policies, laws and regulations on grain circulation and grain and oil reserves, formulate the reform plan and management regulations of the grain circulation system and grain and oil reserve management system in the whole province, and supervise the implementation.

(II) To study and formulate long-term plans and annual grain balance plans for grain circulation and local grain and oil reserves in the whole province, organize the implementation of grain import and export, grain balance and variety balance plans, put forward suggestions on the scale of provincial grain and oil reserves and purchase and sale plans, and guide regional grain balance.

(three) responsible for the management of the national grain order plan and sales management, organize and guide the grain purchase and sale enterprises to implement the national grain order plan; In conjunction with relevant departments, do a good job in the management and use of grain purchase protection price and sales price limit, grain purchase funds "closed operation" and grain risk funds; Undertake industry statistics.

(four) responsible for the construction of the three-level grain and oil reserve management system in the province, organizing the implementation, supervising and guiding the safe storage, allocation and transportation management of grain and oil in the province; Manage the provincial grain and oil reserves and the central grain and oil reserves.

(five) responsible for organizing the supply of food for urban residents, troops, reservoir resettlement areas, disaster areas and poverty-stricken areas, and taking food as relief.

(six) responsible for the construction of the province's three-level grain wholesale market system. Establish and improve the information network of grain and oil market, and make a good market forecast; In conjunction with relevant departments, do a good job in the management of grain and oil prices and strengthen the supervision and management of the grain market in the province.

(seven) responsible for the financial accounting management and internal audit of enterprises and institutions directly under the bureau, and the state-owned assets of enterprises and institutions directly under the supervision bureau; Responsible for the allocation and management of national grain and oil policy subsidies and special funds, as well as the industry to turn losses into profits; To guide the financial accounting management and internal audit of the grain system in the whole province.

(eight) responsible for the planning and layout of the province's grain circulation facilities, grain and oil storage facilities and provincial state-owned grain-run industries, and implementing investment in infrastructure and technological transformation; To guide and coordinate the construction of grain and oil storage, sales and processing facilities, the utilization of foreign capital and the introduction of technology in the province; Organize and guide the maintenance and transformation of grain and oil warehouses in the whole province.

(nine) responsible for the province's grain industry scientific and technological progress and industrial upgrading; Participate in the formulation of provincial food quality standards; To guide the management, monitoring and supervision of grain and oil quality and measurement standards in the whole province; Cooperate with relevant departments to crack down on counterfeiting in the production and operation of grain and oil commodities; Guide the operation and development of state-owned grain purchase and sale enterprises in the province.

(ten) responsible for the development of the province's grain system diversification, staple food kitchen project, rural social service system construction and urban grain store chain management planning, and supervise the organization and implementation.

(eleven) responsible for the ideological and political work, professional ethics education and spiritual civilization construction of the province's grain system; To guide the work of safe production, reducing staff and increasing efficiency and re-employment in the grain industry of the whole province; Centralized management of provincial grain industry associations and various professional societies and other organizations.

(twelve) to be responsible for the personnel and organization management of the bureau and its directly affiliated units; Organize the implementation of the province's grain system education development plan, and guide the industry education and training; Manage provincial grain schools.

(thirteen) to complete other tasks assigned by the provincial government.
