Legal Basis: List of Subsidies in Difficult and Remote Areas of Gansu Province According to the spirit of the Notice of the Ministry of Personnel and the Ministry of Finance on Printing and Perfecting the Implementation Plan of Subsidies in Difficult and Remote Areas (Guo Ren Bu Fa [2006] No.61), combined with the reality of our province, this implementation opinion is formulated.

I. Scope and categories

The scope and category of subsidies in hard and remote areas are determined by the state on the basis of comprehensive balance according to the evaluation index system established by the county-level administrative region, the natural geographical environment, the development of humanities and society and other indicators, combined with policy factors. In-service employees and retirees of government agencies and institutions enjoy allowances in hard and remote areas. The categories of allowances in hard and remote areas are adjusted from the current four categories to six categories, and from low to high, they are one category, two categories, three categories, four categories, five categories and six categories.

The Ministry of Personnel and the Ministry of Finance "Notice on Printing and Distributing the Implementation Plan for Improving the Allowance System in Difficult and Remote Areas" (No.61issued by the Ministry of Personnel [2006]) approved 83 counties, districts and cities in our province to be included in the implementation scope of allowances in difficult and remote areas. Among them, Class I area 14, Class II area 40, Class III area 18, Class IV area 9 and Class V area 2. The scope and category catalogue of allowances in hard and remote areas (see Annex I) shall be implemented in accordance with the Notice of the Ministry of Personnel and the Ministry of Finance on Printing and Distributing the Implementation Plan for Improving the Allowance System in Hard and Remote Areas (No.612006 issued by the Ministry of Personnel).
