3. Selection of Disciplines
In order to more closely coordinate with the country’s economic construction and social development, and make the selection of nationally funded study abroad programs more targeted, the China Scholarship Council will continue to focus on funding There are seven major disciplines and professional fields, namely: communications and information technology, agricultural high-tech, life sciences and population health, materials science and new materials, energy and environment, engineering science, applied social sciences and WTO-related disciplines. IV. Application conditions
1. Basic conditions that applicants should possess:
(1) Love the socialist motherland and have good ideological and professional qualities And have outstanding performance in work and study, and have the professionalism and sense of responsibility to return to China to serve the construction of the motherland after completing their studies.
(2) Applicants should be formal staff or registered students of institutions of higher learning, enterprises and institutions, administrative units at all levels, and scientific research units. Applications from unemployed persons, self-employed persons, and persons studying or working abroad will not be accepted for the time being.
Those who have received funding from the National Study Abroad Fund to study abroad must generally work for five years after returning to China before they can apply for funding from the National Study Abroad Fund again.
(3) Have considerable academic level and business ability.

5. Application Methods
Any Chinese citizen who meets the application conditions stipulated in this brochure and relevant study abroad programs can apply for funding from the National Study Abroad Fund to study abroad in accordance with the prescribed procedures and methods.
1. The National Study Abroad Fund fully funded projects and exchange scholarship projects with relevant countries will be selected in accordance with the method of "individual application, expert review, equal competition, and merit-based admission", and will be entrusted by the China Overseas Study Fund Committee. The application acceptance agency of the National Study Abroad Fund (hereinafter referred to as the acceptance agency) accepts applications. The China Scholarship Council does not directly accept applications from individuals and institutions. The accepting agency is responsible for receiving consultation, accepting application materials, and reviewing the materials. 2. Special study abroad projects and related cooperation projects are selected according to the method of "individual application, unit recommendation, expert review, equal competition, and merit-based admission". For other projects, the China Scholarship Council will directly accept applications according to project requirements. 6. Review and Admission
1. Projects applied through the accepting institution
(1) The accepting institution will review the application materials. The content includes: whether the applicant meets the prescribed application conditions; whether the application materials are true and complete; whether the form is filled in neatly; whether the relevant names and codes (classes) are accurate and standardized, etc.
(2) The accepting institution will uniformly send (send) the approved materials to the China Scholarship Council before March 15, 2005.
(3) Based on the principle of "expert review, equal competition, and merit-based admissions", the China Scholarship Council will organize peer experts to review the application materials according to project requirements, and determine the list of candidates to be admitted based on the expert review opinions. .
(4) The China Scholarship Council plans to announce the fully funded projects of the China Scholarship Council and exchanges with relevant countries through the "National Study Abroad Network", "China Scholars" magazine and relevant media before July 31, 2005. List of candidates admitted to the scholarship program, and forward the relevant admission materials ("Admission Notice", "Certificate of Qualification for Studying Abroad", "Agreement on Sponsoring Study Abroad" and "Instructions for Persons Studying Abroad", etc.) to the admitted persons through each acceptance agency The unit where you work. 7. Notarization of the contract and deposit of deposit
1. All overseas study personnel sent with funding from the National Study Abroad Fund must fulfill their obligation to return to their country of origin to serve as scheduled.
2. Admitted students studying abroad must sign an "Agreement for Sponsored Study Abroad" with the China Scholarship Council and go through notarization and other matters before being sent. The agreement clearly stipulates the relevant rights and obligations of the recipients of funding, including provisions such as not extending the period of study abroad, returning to the country on time, and returning to work for at least two years.
3. To ensure the signing and performance of the agreement, overseas students should have two financial guarantors with financial repayment ability.
4. According to the requirements of the agreement, the admitted overseas students should deposit the deposit in accordance with the procedures and methods prescribed by the China Scholarship Council. The amount of the deposit is determined based on the region where the overseas student’s unit is located, the category of the overseas student, the period of study, and the country where the student will study abroad. The standard amount ranges from 10,000 to 40,000 yuan. Those studying abroad for a period of three months are exempted from paying a deposit.
5. Overseas students will return to the country on time and perform their obligations in accordance with regulations. After the Overseas Study Fund Committee confirms their relevant materials, the deposit deposited before going abroad will be returned to the overseas students themselves.
6. If the overseas students fail to perform their service obligations to return to the country on time as stipulated in the agreement or violate other provisions in the agreement, they shall bear the liability for breach of contract and repay the corresponding study abroad expenses to the Overseas Study Fund Committee and pay the stipulated breach of contract fees. gold. For those who are required to compensate for all study abroad expenses according to regulations, the deposit paid before going abroad will not be refunded to the person; at the same time, the person or his financial guarantor must additionally compensate and pay the shortfall of the full funding fee and liquidated damages. 8. Dispatch and Management
1. In order to ensure that the foreign language proficiency of the admitted students reaches the prescribed qualifications before they go abroad, the overseas students must submit a foreign language application form to the Overseas Study Fund Committee before being dispatched. Only after the certificate of qualification and a copy of the invitation letter from the foreign party have been reviewed by the China Scholarship Council and issued a letter of approval for dispatch, can the applicant go to the Study Abroad Service Center of the Ministry of Education or the Shanghai Training Department for Study Abroad Personnel of the Ministry of Education or the Guangzhou Study Abroad Service Center to handle visa and other dispatch procedures. .
