Earlier this month, the State Forestry Administration held a meeting of directors of the National Forestry Department in Beijing. According to the arrangement of the State Forestry Administration and with the consent of the provincial government, the director's office decided to hold today's meeting. Grasping the opportunity and taking advantage of the trend has become the knowledge of foresters. This year, under the correct leadership of the provincial party committee and the provincial government, the province's forestry has the courage to undertake the important mission entrusted by the construction of ecological civilization, always adhere to taking the center as the center and serving the overall situation, and plan and deploy forestry in the overall economic and social situation of the province. Around the green development, the ecological restoration of Changbai Mountain in the east, the construction of green ecological barrier in the west, the ecological migration of important wetland core areas, the reform of local state-owned forest farms and other major measures related to the long-term development of forestry have all been brought into the overall work of the provincial party committee and government. Always adhere to the ecology-oriented, people's livelihood first, highlight the construction of key ecological projects, solidly carry out the green and beautiful plan for the second decade, actively promote the transformation and development of forest areas, conform to the expectations of people in forest areas, do everything possible to increase the income of forest farmers, strive to improve the production and living conditions of workers, and accelerate the construction of safe forest areas. Gratifying achievements have been made in forestry work.

First, there are many highlights in ecological construction. In view of the key and difficult problems in ecological construction, the provincial conferences on forest land cleaning, wetland protection and green seedling cultivation management have been organized successively, which have effectively promoted the development of ecological construction. Solidly carry out afforestation and greening, overfulfilled various afforestation tasks, and completed afforestation (reclamation) of 2.087 million mu 1647.7 km, 3,896 trees were planted voluntarily, and 3.344 million mu of forests were nursed; Green villages 209 1 piece, green roads, railways and rivers 1 10,000 pieces; New green area in cities and counties 1.4 million mu. Second, industrial development is speeding up and increasing efficiency. Adhere to the organic combination of administrative promotion and market regulation, and accelerate the transformation and upgrading of forestry industry. Coordinate the implementation of special funds for industrial development of 36 million yuan, focusing on supporting green industries in forest areas, with loans for small and medium-sized enterprises and under-forest economic projects of18.59 million yuan, and supporting 83 forestry industry projects; Make full use of the national forestry discount loan policy, support the reconstruction and expansion of leading forestry enterprises, diversified development of forest farms (nurseries), forest eco-tourism and other 27 projects, and implement the national financial discount fund of 1 10,000 yuan. In view of the market demand for green seedlings, we will actively guide forestry enterprises to develop green seedling industry under the premise of standardized management, realize the transformation from cutting trees to viewing trees, and allocate 5 million yuan as replacement award and compensation funds. Actively organize enterprises to participate in various expositions and trade fairs, build an e-commerce platform for characteristic products in Changbai Mountain, Jilin Province, and release a large number of information on enterprises and commodities, which promoted the connection between production and marketing of forest products and achieved good economic benefits. In 20 13 years, the total output value of forestry industry in the whole province reached13.5 billion yuan, a year-on-year increase of 17%.

Third, forestry reform has been steadily advanced.

Pay attention to deepening the supporting reform of collective forest right system from the perspective of top-level design, and jointly issue the implementation opinions of forest right mortgage loan in Jilin Province with Jilin Banking Regulatory Bureau. Substantial progress has been made in the work of forest right mortgage loan, and 537 forest right mortgage loans have been issued in the province.

Actively explore the reform of state-owned forest areas, on the basis of extensive investigation, finding out the base and in-depth research, put forward a proposal to the provincial government and the State Forestry Administration that the state-owned forest areas in our province should be included in the national pilot program of logging suspension, and the provincial government agreed very much, and put forward a pilot application to the State Council with official documents.

Fourth, the management and protection of forest resources has been further strengthened. Pay attention to the construction of emergency response capability, and successfully held the "Jilin Province September 27 Joint Fire Fighting Exercise", which further improved the forest fire prevention capability. Additional investment160,000 yuan, to strengthen the fire protection infrastructure construction and equipment level in the core area of Changbai Mountain and sensitive border areas between China and Russia.
