Studying abroad visas will be more difficult to sign, and "family reunion" immigrants will be more difficult to sign. French embassies and consulates in the countries where students live can only issue visas to international students after obtaining the permission of the "French Learning Center" established in the countries where students mainly come from. The center will strictly examine the reasons, final intentions, academic qualifications and subjects of students applying for studying in France. De Villepin believes that only in this way can we select international students who are "the best and most suitable for the needs of France". De Villepin also believes that the current French immigration law stipulates that foreign immigrants who have legally lived in France for more than 1 year have the right to let their families live in France in the name of "family reunion". The one-year period in this regulation is too short and should be "extended to two years". De Villepin also said that for foreign citizens who apply to immigrate to France in the name of "family reunion", their French level will also be listed as an important factor. He said that this is mainly from the perspective of immigrants' integration into French society.
