Entrusted by Shuangjingtan Ecological Migration Demonstration Zone, Jiagele Sai Han Town was formerly known as Jiagele Sai Han (Mongolian: Auspicious Aobao) People's Commune, which was founded in 1959 and named after the local Jiagele Aobao (Mongolian: Auspicious Aobao) and Guriban Sai Han Mountain (Mongolian: Sanqingshan). From 1969 to 1979, after Alashan Zuo Qi was transferred to Ningxia Hui Autonomous Region, Alashan Zuo Qi was divided into three administrative regions. The people's government of the third district set up the former Chaoge Tuhulshum (Toudao Lake) in the demonstration area, which governs garza Saihan, Chaoge Tuhule, Tengger, Wendur Le Tu, Chahan Prague and Hashaha in the south of Alashan Zuo Qi. In the early 1970s, driven by the "climax of grassland farmland capital construction", Alashan Zuo Qi government complied with the wishes of herders of all ethnic groups and put forward the idea of introducing Yellow River water into Alashan grassland. On July 7th, 1976, the "irrigation project headquarters of Shuangjingtan Yellow River Diversion Project in Azuo Banner" was established, and a lot of preliminary investigation and preparation work was done.

1April, 980, Alxa League was formally established and the people's governments of the three districts were revoked. Gargele Sai Han Sumu and Chaogetu Hure Sumu became two independent Sumu. After the establishment of Alxa League, the leaders of all previous League committees and administrative offices attached great importance to the project, re-investigated and demonstrated it, and actively organized the project establishment. 1986,1February 12, the Youth League Committee held a meeting of secretaries and league leaders and decided to build the Yellow River Project in Shuangjingtan. On the 20th of the same month, the preparatory group of the Yellow River Project in Haoyir Hudugetan (Shuangjingtan) of Alxa League was established.

From 65438 to 0990, in the face of the deteriorating ecological environment and poor living conditions in Alashan League, the League Committee and the administrative office decisively put forward the strategic idea of "changing the mode of development", and the construction of irrigation project for lifting the Yellow River from Shuangjingtan was put on the important agenda. 1 990 65438+February1,the Ministry of Water Resources, in the form of "Reply on the Design Task Book of Shuangjingtan Pumping Irrigation Project in Alxa League, Inner Mongolia", "agreed to build Shuangjingtan Pumping Irrigation Project", and incorporated the Shuangjingtan Pumping Irrigation Project into the national economic development strategy of the western Yellow River Basin and the proposed Daliushu Yellow River Diversion Project, and took it as the eighth five-year plan of Inner Mongolia Autonomous Region. Since then, the Shuangjingtan Yellow River Diversion Irrigation Project has started construction and officially entered the stage of organization and implementation. During this period, Vice President Ulanhu paid close attention to and supported the progress of this project, listened to the reports of leading comrades of the Arab League for many times and made important instructions.

The pumping irrigation project of Shuangjingtan officially broke ground on 199 1. Water is drawn from the north main canal of Zhongwei in Ningxia (the source of pumping the Yellow River) and pumped to the irrigation area through the four-stage pumping station. The total length of the main canal is 43.5 1 km, with a total lift of 238 meters and a net lift of 208 meters. The designed pumping flow is 5 cubic meters per second, and the flow is increased by 6 cubic meters per second. 1993165438+1October 3, the one-time commissioning of the main hydropower project was successful. After the meeting, the participants went to Shuangjingtan Irrigation District to investigate and determine the divided land scope. In the same year, more than 8,000 poor herders and laid-off workers from difficult enterprises from 87 villages in 33 Sumu towns in Azuo Banner and Ayou Banner settled in Shuangjingtan Irrigation District, becoming the new owners of this "new land".

1995 Gargler Sai Han Sumu was transformed into Gargler Sai Han Town. With the approval of the people's government of the autonomous region in June 5438+ 10, 2002, Shuangjingtan was identified as an autonomous region-level development zone. In June 2004, 5438+065438+ 10 was renamed as Shuangjingtan Ecological Migration Demonstration Zone. The administrative committee of the demonstration area is co-located with Sai Han Town of Gargler, with one person and two cards. In 2008, the Alashan League Committee and Administrative Office decided to implement a management system of independent planning and independent operation for the demonstration area, which created a new administrative pattern of "three flags and two districts" in Alashan League, provided organizational guarantee for the rapid development of the demonstration area and ushered in the second opportunity for economic and social development. After the system was listed separately, the Administrative Committee of the Party Working Committee of the demonstration area put forward the economic transformation idea of "focusing on agriculture and animal husbandry, paying equal attention to agriculture, animal husbandry and industry, and then focusing on industry", developed and built the eco-economic park in the demonstration area, completed the infrastructure project of "five connections and one leveling" in the park, increased the investment attraction, and introduced a number of investment projects, which opened a new round of development upsurge in this hot land and created a new economic growth pole in Alashan League.
