Environmental treatment of Liyuan hydropower station project area

2014101On October 28th and 29th, the Southwest Environmental Protection Supervision Center of the Ministry of Environmental Protection hosted an environmental protection acceptance meeting in Lijiang, and the environmental protection acceptance of Liyuan Hydropower Station in the water storage stage passed smoothly. Relevant government agencies and participating units attended the meeting.

The acceptance team mainly inspected the implementation of ecological restoration, resettlement, reservoir bottom cleaning, environmental protection facilities and measures of Liyuan Hydropower Station, consulted relevant materials, and listened to the report on the implementation of environmental protection of Liyuan Hydropower Station Construction Branch, the report on the environmental acceptance investigation of the environmental engineering evaluation center of the Ministry of Environmental Protection during the water storage stage, and the introduction of environmental assessment, design, monitoring and supervision units. After careful discussion, the acceptance conclusion is drawn: Liyuan Hydropower Station project has implemented the construction of environmental protection facilities and measures that should be completed before water storage according to the requirements of EIA report and reply, and the project basically meets the environmental protection acceptance conditions in the water storage stage, and the acceptance team unanimously agreed to pass the environmental protection acceptance in the water storage stage.

At the same time, the acceptance team put forward requirements for the next environmental protection work of Liyuan Hydropower Project: First, complete the construction of the fish proliferation and release station as soon as possible, and rely on the fish proliferation and release station of Ahai Hydropower Station to carry out the fish proliferation and release work before the fish proliferation and release station is completed and put into operation; Fishing over the dam with a fishing net as soon as possible after storing water; The second is to establish an online monitoring system for ecological flow, implement ecological flow guarantee measures, strictly follow the environmental protection plan for initial water storage operation, ensure the ecological flow discharge during the initial water storage operation, and accelerate the study on ecological joint operation of cascade hydropower stations in the basin; Three, as soon as possible after the impoundment of the reservoir, consult and cooperate with the local government to prevent and control the pollution sources around the reservoir, monitor the water quality in the reservoir area, and prevent the eutrophication of the water in the reservoir area; Fourth, according to the requirements of EIA approval, cooperate with local governments to speed up the delineation of aquatic germplasm conservation zone; Fifth, strengthen the operation, management and maintenance of various environmental protection facilities, further take landscape and ecological restoration measures, and promote the further ecological restoration of the project-affected areas.
