Legal basis: Article 5 of the Law of People's Republic of China (PRC) on the Administration of Exit and Entry of Citizens of China, China citizens may apply to the city or county public security organ where their registered permanent residence is located for leaving the country for private purposes, except in the circumstances specified in Article 8 of this Law.
