Why is there no progress in the San' ao nuclear power plant?

Zhejiang San 'ao Nuclear Power Station, located in San 'ao Village, Xiaguan Town, Cangnan County, Wenzhou City, Zhejiang Province, is the first civilian nuclear power project invested by private capital. The team in charge of the project told the local government that the construction funds were insufficient and needed to be stopped. This power station is designed to provide convenience for local people.
