"College entrance examination immigrants" became rich channel swindlers and cheated millions in three months.

Under the guise of "talent center", the swindler claimed that he could apply for a Beijing collective account for high school students from other provinces, thus defrauding 48 parents of students of one million yuan within three months. On April 6, Beijing Chaoyang District Procuratorate filed a public prosecution against Qin Biao for fraud.

Qin Biao, 27, graduated from a sports university in Tianjin. I majored in group water sports at school and won the national championship. However, due to the limitation of major, I have never found a suitable job after graduation. At the end of 2006, Qin Biao met Xi Peng Yun (at large) who runs a cultural company through friends. As soon as they hit it off, they soon became "iron buddies" who talked about everything. At that time, Xi Peng Yun's cultural company made ends meet, and Qin Biao's cultural company in Xi Peng Yun had no serious work. The two often discuss how to get rich quickly.

In mid-June, 2007, Xi met Cui Mou, the principal of a private vocational school in Beijing, and the enrollment agent, and came up with the idea of "getting rich quickly". After consulting with Qin Biao, the two hit it off and decided to use the "college entrance examination immigrants" to defraud money.

The school intermediary becomes a partner.

Soon, Xi Peng Yun introduced Qin Biao to Cui and Wu Mou, and claimed that Qin Biao was a staff member of a talent center in Huairou District, Beijing, and could help foreign high school students to apply for a collective account in Beijing. The talent center wants to cooperate with schools and intermediaries to recruit students and make money together. With the "exquisite" rhetoric and Qin Biao's elegant talk, they quickly gained the trust of Cui He, but after all, enrollment is not a trivial matter, and they are still hesitant.

In order to gain further trust, Qin Biao repeatedly stressed to Cui and Cui that they could gain huge benefits from it: schools don't need to let students come to Beijing to study, as long as they apply for student status, they can charge high tuition fees; And the intermediary can also charge a lot of intermediary fees. In this way, after several contacts, Qin Biao completely gained the trust of Cui He. Finally, several people agreed that the intermediary would be responsible for enrollment, and the principal Cui and Qin Biao, the "talent center", would be responsible for handling the students' collective household registration in Beijing and college entrance examination registration, and finally they would charge their own fees. Later, Qin Biao signed a cooperative enrollment agreement with the school on behalf of the "Talent Center".

Parents of students are deceived.

After the signing of the cooperative enrollment agreement, the intermediary began to enroll students everywhere in the name of the school. The general content of its advertising signboard is "you can apply for a collective account in Beijing, take the college entrance examination in Beijing, and don't have to come to Beijing to go to school." Such preferential conditions really worked, and many parents in other provinces and cities were moved. In just three months, 48 parents from Hebei, Sichuan, Inner Mongolia, Shaanxi and other places came to register, and each paid a fee ranging from 40,000 yuan to 50,000 yuan. Most of them are parents of senior three students, and a few are parents of senior two or even senior one students. They want to prepare their children's accounts in advance. After deducting the agency fee, the money paid by the parents of the students was handed over by the school to Qin Biao, who pretended to issue a formal invoice with "talent service fee" for the students.

The school issued these procedures to the students. However, as the college entrance examination approached, Qin Biao made no movement. Under the questioning of students' parents, the school kept urging Qin Biao to continue to deal with related matters, but Qin Biao always shirked it for various reasons. Until the end of April, 2008, Qin Biaocai's school must send the other student's ID card, Beijing household registration certificate and the password for voluntary registration on May 7. But when the date came, Qin Biao repeatedly shirked it for various reasons. Parents of students couldn't get the college entrance examination procedures and began to come to the school to ask questions one after another, but the school called Qin Biao again and could never contact him again. It turns out that the cunning Xi Peng Yun and Qin Biao have gone through the formalities of going abroad, and they are already in the Philippines.

The "into thin air" between Xi Peng Yun and Qin Biao finally made the school realize that it had been cheated, so the school immediately verified their "handling" procedures with the relevant departments. After being told that all the procedures were false, the school refunded the tuition fees charged by the parents of the students and reported the case to the public security organ in time. At the beginning of this year, Meng Xiao, who has a collective account in the sports school affiliated to Beijing Sport University, was arranged to sign up for the college entrance examination in Beijing Bowen Middle School. In mid-March, Ms. Liu, her mother, was told that her college entrance examination failed and she could not take the college entrance examination in Beijing. One of the key reasons for Meng Xiao's disqualification from the college entrance examination is that he has registered a collective residence in the sports school affiliated to Beijing University of Physical Education, which is a "college entrance examination immigrant" prohibited by the state.

Meng Xiao is not the only one who has the same experience. More than 30 foreign candidates studying in different cities and schools in Beijing have all registered in the collective account of the sports school affiliated to Beijing Sport University. These candidates have been disqualified from the Beijing college entrance examination and can only return to their original household registration.

The household registration of these students is not in Beijing, and their parents have handled the collective household registration of the school through relationships, trying to play a policy edge ball to let their children take the college entrance examination. The relevant person in charge of Hongfu Campus of the school said that candidates with collective accounts in the school can only take the joint entrance examination for sports, and some people may operate it to let these candidates without sports expertise take the college entrance examination.

The Beijing Education Examinations Institute said that this kind of collective account is suspected of "college entrance examination immigration" and is explicitly prohibited by the state.
