According to the current law, if children are underage (i.e. under 18 years old), they can apply to the local public security bureau for "asylum with their parents" to settle in Hong Kong. Children who have reached the age of 18 can only apply to the local public security bureau for "taking care of their parents" to settle in Hong Kong and take care of their parents if they have reached the age of 60 and have no children in Hong Kong.

If one of the parents is a permanent resident of Hong Kong and the child was born in the Mainland after the parents (permanent residents) obtained the permanent resident status, they can apply to the local public security bureau for settlement in Hong Kong at any time as "children".
