In the coming period, the development strategy of potato industry in our city is: according to the general idea of developing potato by science and technology, stabilizing area, improving yield and quality, extending chain and building brand, vigorously implement the high-efficiency and water-saving planting mode of drip irrigation under plastic film, make every effort to build a park (Jining potato characteristic industrial science and technology park led by Jiaganghe Minfeng Company) and build three production bases of seed potato, special potato for processing and fresh potato. Enhance five abilities (science and technology support ability, base scale ability, leading ability, logistics service ability and brand influence ability) and improve six systems (improved seed breeding system, standardized production system, marketing system, deep processing system, science and technology support system and cultural propaganda system). By the end of the "Twelfth Five-Year Plan", the city will have built 3 million mu of potato facilities with a yield of 3,000 kg per mu. By 2020, the planting area will remain at the scale of 4.5 million mu, the average output will reach 1.800 kg, and the total output will be stable at 8 million tons. The seed potato base is stable at 6.5438+0.5 million mu, and the seed potato output reaches more than 2.5 million tons; The area of commercial potato is stable at 3 million mu, and the output reaches 5.5 million tons.

In order to achieve the above goals and tasks, we will strive to make breakthroughs in the following four aspects:

(1) Unswervingly develop potatoes in protected fields and greatly increase the area of water-saving fields. Closely combine the development of potato industry with the efficient utilization of water resources, and in three to four years, all 2 million mu of irrigated land in the city will be transformed into drip irrigation, so that the traditional canal irrigation and border irrigation will be withdrawn from agricultural production, and the total area of potato efficient water-saving fields in the city will reach 3 million mu. At the same time, continuously improve the scientific and technological content of water-saving facilities, increase scientific and technological training, scientific and technological demonstration and promotion, pay equal attention to saving water and increasing efficiency, and strive to achieve precision planting, precision irrigation and precision fertilization while expanding the area of water-saving farmland, so as to maximize the benefits of new technologies and new processes.

Our city will set up China North Potato Research Center, build a potato quality supervision and testing center, build a potato breeding and virus-free breeding center, hire 20 well-known national experts to join us, and add 14 experts from our city to form a powerful expert group, and hold regular academic meetings every year to jointly tackle various problems encountered in potato production, so as to provide strong scientific and technological support for building the potato capital of China.

(3) Extend the industrial chain and promote the deep processing of potato industry. In accordance with the principle of supporting the superior, the strong and the big, we will continue to explore new mechanisms, vigorously support leading potato enterprises to develop new products, and form a complete processing model of series products such as starch, modified starch, full-fat flour, potato food and biomass energy with potatoes as raw materials as soon as possible. Accelerate the construction of potato industrial park, attract large enterprise groups to settle in the park through national and global investment attraction, and carry out deep processing, so that 30% of potatoes can be converted into added value, and continuously improve the development level and industrial quality of potato industry in our city. At the same time, actively support potato storage and cellar construction. By the end of the "Twelfth Five-Year Plan", the city's new potato storage capacity was 6.5438+0.8 million tons, with a total storage capacity of 3.5 million tons.

(4) Seize policy opportunities and strive to expand market space. First, continue to support the existing potato trading market and consolidate and expand the original channels of the wholesale market of origin.
