Provisions of Suzhou Municipality on the Administration of Urban and Rural Integration Household Registration
Article 1 In order to promote the integration of urban and rural areas in Suzhou, these Provisions are formulated in accordance with the Opinions of Suzhou Municipal Party Committee and Suzhou Municipal People's Government on Encouraging Farmers to Settle in Cities and Towns (Su Fa [2010] No.30).
Article 2 The unified urban and rural household registration management system with legal fixed residence as the basic condition and household registration migration as the purpose in the whole city.
Article 3 The term "legally fixed residence" as mentioned in these Provisions means that the house where the applicant lives in this Municipality belongs to its own property right or rents a house with public property right and obtains the right to use it.
Article 4 These Provisions shall apply to Suzhou, Zhangjiagang, Changshu, Taicang, Kunshan and Wujiang.
Article 5 These Provisions shall apply to the registered residents of this Municipality:
(a) farmers who are employed in cities and towns and have legally fixed residences in cities and towns;
(two) relocation and resettlement of farmers in towns and development zones;
(three) the implementation of the "three replacement" into the town of farmers;
(4) Villages in cities and landless peasants;
(five) farmers who meet the requirements of the norms of urban and rural integration in the construction of new countryside;
(six) other farmers who are willing to enter the city;
(seven) to buy more than 75 square meters of commercial housing (including the stock room), to apply for cross-city (referring to cross-city and county-level cities and between county-level cities, the same below) residents of the migration account;
(eight) married, minor children cross the city to take refuge;
(nine) parents take refuge in their children and other immediate family members who take refuge across the city;
(10) Cross-city migration registered permanent residence personnel admitted by human resources and social security departments.
Article 6 Within the scope of this Municipality, an online household registration transfer system shall be implemented, which shall be accepted by the local police station and provide one-stop service.
Article 7 The floating population who meets the first, second, third, fourth, fifth and sixth items of Article 5 shall go to the local police station with valid certificates, and those who meet the seventh, eighth, ninth and tenth items of Article 5 shall go to the local administrative service center and the county-level city with valid certificates.
Cross-city household registration in the city will no longer use the "Household Registration Certificate" and "Immigration Certificate".
Eighth farmers who are employed in cities and towns and have legally fixed residences in cities and towns, with the housing property certificate, the state-owned land use right certificate or the relocation and resettlement agreement, move into the household registration.
Ninth farmers relocated to towns and development zones, with the housing property certificate, state-owned land use right certificate or relocation agreement to move into the account.
Tenth the implementation of the "three replacement" into the town of farmers, with the housing property certificate, state-owned land use right certificate or housing replacement agreement (including voluntary return of homestead use certificate and other related materials) to move into the account.
Eleventh villages in the city and farmers whose land has been expropriated, if they have a legally fixed residence in the town, will move into the household registration with the housing property certificate, the state-owned land use right certificate or the relocation and resettlement agreement.
Twelfth farmers who meet the requirements of the new rural construction norms of urban and rural integration, with the housing property certificate, the state-owned land use right certificate or the demolition agreement to move into the account.
Thirteenth other farmers who have the will to enter cities and towns and have a legally fixed residence in cities and towns will move into their accounts and settle down with their house property certificates and state-owned land use certificates.
Article 14
Residents who purchase commercial housing and apply for cross-city migration of household registration shall go through the registration formalities with valid certificates such as housing property certificate, state-owned land use right certificate, household registration book, resident identity card, etc. at the district/county administrative service center where the household registration is located and the application for migration is located. After three working days, with the household registration form issued by the administrative service center of the district or county-level city, bring the household registration book, resident ID card and other documents to the police station where the household registration is moved, allowing the spouse and minor children to move with them, regardless of the validity period and fixed number of years of the house property certificate.
Article 15
Married, minor children cross-city refuge, with a marriage certificate or child birth medical certificate, household registration book, resident identity card to the district, county-level city administrative service center where the account is located to apply for transfer registration. Three working days later, with the "Registration Form for Household Registration" issued by the district and county administrative service centers, the household registration book, resident ID card and other documents will be brought to the police station where the household registration is moved. Marriage and relocation personnel are not subject to restrictions such as work area and insurance relationship; 18 has no immediate family members in the immigration area.
Minors under one year old are not allowed to move.
Article 16
Parents and other immediate family members who take refuge with their children across the city shall go to the administrative service center of the region or county-level city where they apply for moving in with valid documents such as family member relationship certificate, household registration book, ID card and house property right certificate, and go to the public security police station where they move in with household registration book, ID card and other documents issued by the administrative service center of the region or county-level city three working days later.
Article 17
The cross-city migration registered permanent residence personnel admitted by the human resources and social security departments shall go to the administrative service center of the region or county-level city applying for migration with valid documents such as the Registration Form for Transferred Persons, the Notice on the Settlement of College Graduates in Suzhou (including five county-level cities), the Household Registration Book and the Resident Identity Card. After three working days, hold the household registration form issued by the local or county-level city administrative service center to the police station where the household registration is moved.
Article 18 If the original village and group houses in rural areas have been demolished, residents have already lived in towns (including newly-built communities), and the household registration is still in the original villagers' group, the household registration must be moved to the place of residence, and the household registration must be moved to the local police station with the real estate license, state-owned land use right certificate or relocation and resettlement agreement.
Nineteenth urban and rural residents' household registration in this city is only used to register citizenship information according to law, and it is not the only basis for enjoying relevant policy treatment. After the transfer of household registration, matters related to social security, land contracting, homestead, family planning, etc. shall be handled by the relevant departments of Suzhou according to regulations.
Twentieth matters involved in these Provisions are in conflict with the original provisions, which shall be handled in accordance with these Provisions, and matters not involved shall still be handled in accordance with the relevant provisions.
