In fact, a series of social conflicts and public rights protection events will occur in any social transition period, and the fundamental reason lies in the adjustment of interest differentiation and the reorganization of interest groups in the social transition period. In order to effectively deal with these events and avoid large-scale social unrest, it is necessary to provide effective game mechanism and expression channels for interest adjustment and integration. These events in China are no exception. Looking back on these events, we should sum up some useful things and learn from the successful experience of relevant western countries through this stage. First of all, summarize the reasons for these events:
1. The people's extreme distrust of the local government has seriously damaged the image of the government. In the process of social transformation, public credit is undoubtedly the greatest wealth of the government. The loss of public credit is the greatest danger faced by the government in the transitional period. Judging from these two incidents, the image of the government has fallen to a very low level.
The cause of Wanzhou incident is only the collision between porter Yu and Hu Quanzong, Zeng and his wife, as well as the minor contradiction that Yu was beaten. And when it expanded into an emergency, it was a sentence from the Zeng couple. According to eyewitnesses, at that time, "Hu Quanzong claimed that he was a national civil servant. If anything happened, he could settle it with money and even pay 200,000 yuan to kill the rest. Zeng also said not to be outdone that his family is very rich. As long as the onlookers come to help slap, he can give a slap of 20 yuan. " It was this sentence that angered the onlookers. "When the police on duty wanted to take the three people back to the police station for investigation and handling, some people said,' The civil servants in the world are a family, and the stick (porter) who hit people will not be treated fairly!' The onlookers heard the news and refused to let the police car start. "(2) as you can see from here, our government, our civil servants in the hearts of the masses is what kind of image. The onlookers hinder the police from performing their official duties, which shows that the masses completely distrust the fairness of the administrative actions of the government administrative departments. They don't believe that in such an incident involving civil servants, government departments will make a fair judgment and deal with it according to law. They believe that the relevant government departments will protect civil servants for personal interests. Since then, a series of actions by "officials" of the masses ... advised everyone to leave and promised that the government would handle the beating fairly. However, the angry onlookers not only did not retreat, but also threw stones, flower pots and other items at the officials on the platform. Then, why did Hu Ceng and his wife "anger tens of thousands of people in the reservoir area" when they claimed that they were "civil servants" and "very rich"? And why is the image of civil servants or the government so poor and the credit so low?
The reason has a long history, and we can't just look for the answer from this matter in isolation. In recent years, corruption has become more and more serious, and the injustice of government officials (civil servants), rich people implicated in government officials and members of underworld organizations to oppress vulnerable groups and ordinary people has intensified, but it has not been dealt with and corrected according to law. Things that have been known to the public in newspapers, such as "BMW hits people", "Liu Yongan" and "Sun Zhigang". People have long held a grudge against these people (corrupt government officials, rich and heartless people involved with government officials, members of underworld organizations) and hated them for not "eating their meat and sleeping their skin". However, the frequent occurrence of such things and the lack of fair relief have made people's grievances accumulate and almost reached the bottom line of patience. Once there was a fuse-as Mr. and Mrs. Hu Ceng said-people's grievances against injustice suddenly broke out, causing tens of thousands of people to surround the Wanzhou municipal government and causing riots.
The image of the government has been seriously damaged because of frequent and more "corrupt officials". However, those frequent injustices cannot be dealt with promptly, fairly and legally, which further reduces people's recognition and trust in the government. This can be seen from last year's "BMW Crash" and "Liu Yongan". In the case of "BMW hitting someone", there are rumors that the attacker is a relative of the vice chairman of CPPCC Committee. Han Guizhi, vice chairman of CPPCC Provincial Committee, also denied that he had nothing to do with the case. But soon, Han Guizhi was "double-detained", which made people who once almost believed it doubt the impartiality of the government again. In Liu Yongan, Liu Yong has been running wild in Shenyang for nearly ten years, bullying the city and harming countless people, while the Shenyang municipal government has always acted as an umbrella. What is even more ridiculous is that liuyong has actually become a representative of Shenyang Municipal People's Congress. Time and time again, people no longer trust the government. Therefore, when the Liaoning Provincial High Court sentenced Liu Yong to death with a reprieve, the people of the whole country almost unanimously denounced and expressed doubts about the fairness of the judgment, thinking that Liu Yong had tampered with it this time and the government had acted as an umbrella. The corruption of a series of government officials and collusion with evil forces have made the government lose its credibility in the hearts of the people.
As for the Wanzhou incident, Wanzhou is an immigrant city, and most of the citizens are immigrants from the Three Gorges reservoir area. When emigrating, the local government promised that life after emigration would be much better than before. However, after the immigration, due to the hollowing out of Wanzhou's industrial development, Wanzhou immigrants did not live a good life promised by the government. After emigration, the government did not pay enough attention to all aspects of emigration, which made Wanzhou citizens distrust the local government. Therefore, when fake civil servants are "great" and arrogant, immigrants' dissatisfaction with the government broke out.
In fact, these indirect and direct reasons all stem from the adjustment and reconstruction of interests in the transitional period. China is in the process of transforming from a planned economy to a market economy and from a society ruled by man to a society ruled by law. In this process, the old security system and interest pattern were broken, but the new social security system and interest distribution were not completed. At this time, the government power is not effectively supervised and restricted, which most easily leads to collusion between bureaucratic groups and powerful interest groups, thus damaging the interests of vulnerable groups, which account for the majority of the population. The frequent occurrence of such incidents, which cannot be handled effectively and legally, is bound to arouse people's resentment and anger. This is the fundamental reason for the prestige and reputation of the government.
2. The government's arrogant and negative treatment of people's right to know has made rumors spread everywhere and angered people.
The right to know is a basic right of citizens in modern society. People have the basic right to know and understand the government they entrust. Only in this way can the people better supervise the government. However, local government officials do not have the basic qualities of modern officials, and the official-oriented thinking makes them accustomed to being "parents" and "masters". They believe that the authority of governance lies in mystery, and people who know more will only make things worse and cause unnecessary confusion. This arrogance and indifference to the people's right to know made rumors spread all over the country for a while, thinking that there was something hidden behind it, which led to the unanimous condemnation of the Liaoning Provincial High Court, which clearly explained this point.
