The second situation is that the foreign parents are not in America. In this case, American citizens need to submit an immigration application and ask the immigration office to inform the American consulate in their parents' country. Once the immigration application is approved, the National Visa Center in the State Council will send a form and information package "Packet 3" to American citizens. After completing the form, foreign parents can apply for immigrant visas at American overseas consulates. The day a foreign parent enters the United States with an immigrant visa, he/she becomes a permanent resident of the United States.
