the water resources bureau is the current water affairs bureau, which is mainly engaged in the development, utilization, conservation, protection and management of water resources and the prevention and control of water disasters.

The Ministry of Water Resources implements the principles, policies and decision-making arrangements of the CPC Central Committee on water conservancy work, and upholds and strengthens the Party's centralized and unified leadership over water conservancy work in the process of performing its duties. Main responsibilities are:

(1) Responsible for ensuring the rational development and utilization of water resources. To formulate strategic plans and policies for water conservancy, draft relevant laws and regulations, formulate departmental rules, and organize the preparation of national strategic plans for water resources, comprehensive plans for important rivers and lakes determined by the state, flood control plans and other major water conservancy plans.

(2) to be responsible for the overall planning and guarantee of water use for life, production and operation and ecological environment. Organize the implementation of the strictest water resources management system, implement unified supervision and management of water resources, draw up long-term water supply and demand planning and water distribution plans across the country and regions, and supervise their implementation. Responsible for the water resources scheduling of important river basins, regions and major water transfer projects. Organize the implementation of water permit, water resources demonstration and flood control demonstration system, and guide the paid use of water resources. Guide water supply in water conservancy industry and water supply in villages and towns.

(3) Formulate relevant systems for water conservancy project construction and organize their implementation according to regulations, be responsible for proposing the scale, direction and specific arrangements of central water conservancy fixed assets investment and organizing and guiding its implementation, examine and approve fixed assets investment projects within the national planning and annual planning scale according to the authority stipulated by the State Council, put forward suggestions on central water conservancy fund arrangement and be responsible for the supervision and management of project implementation.

(4) to guide the protection of water resources. Organize the formulation and implementation of water resources protection planning. Guide the work related to the protection of drinking water sources, and guide the development and utilization of groundwater and the management and protection of groundwater resources. Organize and guide the comprehensive management of groundwater over-exploitation area.

(5) Responsible for water conservation. Formulate water conservation policies, organize the preparation of water conservation plans and supervise their implementation, and organize the formulation of relevant standards. Organize and implement management systems such as total water consumption control, and guide and promote the construction of water-saving society.

(6) to guide the hydrological work. Responsible for hydrological and water resources monitoring, construction and management of national hydrological station network. Monitor rivers, lakes and reservoirs and groundwater, and issue hydrological and water resources information, intelligence forecast and national water resources bulletin. Organize the investigation and evaluation of water resources and hydropower resources and the monitoring and early warning of water resources carrying capacity according to regulations.

(7) to guide the management, protection and comprehensive utilization of water conservancy facilities, waters and their coastlines. Organize and guide the construction of water conservancy infrastructure network. Guide the management, development and protection of important rivers, lakes and estuaries. Guide the ecological protection and restoration of rivers and lakes, the management of ecological flow and water quantity of rivers and lakes, and the connection of rivers and lakes.

(8) to guide and supervise the construction and operation management of water conservancy projects. Organize and implement the construction and operation management of important water conservancy projects that are controlled and cross-regional and cross-basin. Organize and put forward and coordinate the implementation of relevant policies and measures for the operation of the Three Gorges Project, the operation of the South-to-North Water Diversion Project and the follow-up project construction, guide and supervise the safe operation of the project, organize the relevant work of project acceptance, and urge and guide the construction of local supporting projects.

(9) Responsible for soil and water conservation. Draw up water and soil conservation plans and supervise their implementation, organize the implementation of comprehensive prevention, monitoring and forecasting of water and soil loss, and make regular announcements. Responsible for the supervision and management of soil and water conservation in construction projects, and guide the implementation of national key soil and water conservation construction projects.

(1) to guide rural water conservancy work. Organize the construction and renovation of large and medium-sized irrigation and drainage projects. Guide the construction and management of rural drinking water safety projects, and guide the work related to water-saving irrigation. Coordinate water conservancy work in pastoral areas. Guide the reform and innovation of rural water conservancy and the construction of socialized service system. Guide the development of rural hydropower resources, the transformation of small hydropower and the electrification of hydropower rural areas.

(eleven) to guide the resettlement management of water conservancy projects. Formulate relevant policies for water conservancy project resettlement and supervise their implementation, and organize the implementation of resettlement acceptance, supervision and evaluation systems for water conservancy project resettlement. Guide and supervise the implementation of the late resettlement support policies for reservoirs, coordinate and supervise the late resettlement support for the Three Gorges Project and the South-to-North Water Transfer Project, and coordinate and promote counterpart support.

(12) to be responsible for investigating and handling major water-related violations, coordinating and arbitrating water disputes across provinces, autonomous regions and municipalities directly under the Central Government, and guiding water administration supervision and water administrative law enforcement. Responsible for the safety production of water conservancy industry according to law, and organize and guide the safety supervision of reservoirs, hydropower dams and rural hydropower stations. Guide the supervision and management of water conservancy construction market, and organize the implementation of water conservancy project construction supervision.

(13) to carry out water conservancy science and technology and foreign affairs. Organize the quality supervision of water conservancy industry, formulate technical standards and regulations of water conservancy industry and supervise their implementation. Handle foreign affairs related to international rivers.

(14) Responsible for implementing the relevant requirements of comprehensive disaster prevention and mitigation planning, organizing the formulation of flood and drought disaster prevention planning and protection standards and guiding their implementation. To undertake the monitoring and early warning of water regime and drought. Organize the preparation of flood prevention, drought resistance and emergency water dispatching schemes for important rivers, lakes and important water projects, submit them for approval according to procedures and organize their implementation. To undertake technical support for flood prevention and emergency rescue. To undertake the scheduling of important water projects during typhoon defense.

(15) Complete other tasks assigned by the CPC Central Committee and the State Council.
