The reform of land rights in Ningxia will focus on the key words of "revitalizing and increasing value", and achieve innovative breakthroughs in six aspects: strengthening the management and control of land use planning, deepening the reform of rural land system, and building a unified urban and rural land market.
Before the end of 20021,the whole region will explore the establishment of rural land use right mortgage, transfer, shareholding, voluntary paid withdrawal and paid use of rural residential land, multi-way entry of rural collective management construction land and income distribution under the premise of accurate registration of rural contracted land, farmers' residential land, state-owned agricultural land and collective construction land, so as to turn rural sleeping "dead resources" into "living assets".
According to the relevant person in charge of the Natural Resources Department of the autonomous region, this reform will also focus on building a modern land market system with urban and rural planning, orderly circulation, efficient allocation and outstanding value. It is planned to complete the construction of secondary land markets in four prefecture-level cities by the end of 20021,establish rural land trading centers in the autonomous region in 2022, and form a unified urban and rural construction land market until 2025.
At the same time, Ningxia will focus on exploring land supply mechanisms such as flexible transfer of industrial land, mixed land supply and "standard land" from three aspects: adjusting land structure, innovating supply methods and expanding supply channels, so as to reduce the cost of land for enterprises and meet the needs of industrial integration and development. Guided by "taking heroes as the fundamental orientation", we should innovate the market-oriented mechanism and comprehensively use measures such as incentive evaluation, differentiated support and interest orientation to guide market players to actively revitalize inefficient idle land and promote efficient land use.
According to the relevant person in charge of the Natural Resources Department of the autonomous region, Ningxia will comprehensively find out the scale layout of ecological immigrant areas, industrial and mining wasteland, state-owned wasteland and idle homesteads, implement high-standard farmland construction, land remediation, homestead reclamation and other projects, sort out idle land, wasteland and wasteland, form indicators of cultivated land and construction land that can be included in the overall national transaction, actively strive for state support, carry out inter-provincial transactions of land indicators, improve the trading platform of land indicators in the region, realize complementary resources and funds, and promote mountains and rivers.
"Whoever discharges pollutants will pay, and whoever reduces emissions will benefit"
The relevant person in charge of the Ecological Environment Department of the autonomous region introduced that Ningxia will promote the reform of emission rights through five key measures. Accurately verify the initial emission rights. Connecting with the management of pollutant discharge permit and the reduction of the total amount of major pollutants, we will decompose the total amount of major pollutants issued by the state in Ningxia to all localities and determine the pollutant discharge permit of each pollutant discharge unit. Reasonably determine the base price of emission rights. Implement paid acquisition of emission rights. During the reform period, the existing sewage units were temporarily exempted from paying paid use fees, and gradually realized paid acquisition after the reform; If the new emission rights of new expansion projects are obtained through paid market transactions, the emission rights will be transferred and the proceeds will be owned by the enterprise; If the pollutant discharge unit fails to pay the paid use fee of the emission right, it shall pay the paid use fee according to the basic price standard.
Build a trading mechanism of emission rights. Autonomous region to build a unified emission trading platform, organize transactions. The tradable emission rights formed by pollutant discharge units through measures such as emission reduction are traded in the market. New emission rights required for new reconstruction and expansion projects are purchased through market transactions. Industry, agriculture and service industries shall, in principle, conduct transactions within their own industries. In areas where the environmental quality is not up to standard, it is not allowed to carry out local emissions trading of new pollutants.
Establish a control mechanism for emission rights. Autonomous region and prefecture-level city governments, Ningdong base management committee to establish emission rights reserve system, buy back emission rights in the emission rights trading market, for market regulation and guarantee the demand of key projects. The pollutant discharge rights voluntarily abandoned by pollutant discharge units or released due to bankruptcy, closure, ban and other reasons shall be recovered by governments at all levels free of charge or sealed with compensation.
