After the founding of the People's Republic of China in 1949, Haifeng and Lufeng were both commissioners of the Guangdong River. In 1953, it was transferred to the Eastern Administrative Office; in 1957, it was affiliated to the Huiyang Commissioner's Office; in December 1958, it was placed under the jurisdiction of the Shantou District Commissioner's Office; in September 1983, it was again under the jurisdiction of the Huiyang District Commissioner's Office.
In January 1988, with the approval of the State Council, prefecture-level Shanwei City was established in the administrative areas of the original Haifeng and Lufeng counties. At the end of 1992, the Red Bay Economic Development Experimental Zone was established in Tiangan Town and Zhelang Town in the urban area. In 1995, an overseas Chinese management area was established at the overseas Chinese farm under the jurisdiction of Lufeng.
In 1995, with the approval of the State Council, Lufeng was removed from the county and established as a city (county-level city), under the direct jurisdiction of the provincial government and entrusted to the Shanwei Municipal People's Government. On May 21, 2011, the Shenzhen-Shantou Special Cooperation Zone licensing ceremony was held in Guangzhou.
