Can Canadian brothers and sisters apply for immigration

You can't. Among the immigrants who are reunited with their families, only:

Adult children sponsor parents and grandparents to immigrate;

Sponsor the reunion of spouses;

Parents apply for immigration of minor children. Children can be born naturally or adopted.

Brothers and sisters, uncles and aunts are not allowed to apply for immigration.
