Regulations of Maanshan Municipality on Promoting Civilized Behavior

Chapter I General Provisions Article 1 In order to guide and carry forward civilized behavior, cultivate and practice socialist core values, improve the civilized quality of citizens and enhance the level of social civilization, these Regulations are formulated in accordance with relevant laws and administrative regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the activities of promoting civilized behavior within the administrative area of this Municipality.

The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, meets the requirements of socialist morality, embodies the core values of socialism, maintains public order and good customs, leads social customs and promotes social progress. Article 3 The promotion of civilized behavior should adhere to the principles of Party committee leadership, government promotion and social co-governance, adhere to the people-oriented principle, and form a mechanism that advocates and promotes in parallel, rewards and punishments are given simultaneously, and guarantees and supervision are combined. Article 4 The people's governments of cities and counties (districts) shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans to promote the coordinated development of civilized behavior and economy and society. Fifth city and county (District) spiritual civilization construction steering committee to co-ordinate and guide the promotion of civilized behavior within their respective administrative areas, study and formulate relevant policies, and coordinate and solve major problems.

City, county (District) members of the Steering Committee for Spiritual Civilization Construction shall do a good job in the propaganda of civilized behavior in accordance with the division of responsibilities.

City and county (District) spiritual civilization construction institutions are responsible for the publicity and education, guidance and coordination, supervision and inspection of the promotion of civilized behavior in this area. Sixth Development Zone (Park) Management Committee is responsible for the promotion of civilized behavior within its jurisdiction.

The relevant departments of the municipal and county (District) people's governments shall, in accordance with their respective responsibilities, do a good job in the propaganda of civilized behavior.

Township people's governments and sub-district offices shall, in accordance with the requirements of the responsibilities determined by the county (District) people's government and the institutions for the construction of spiritual civilization, do a good job in publicizing civilized behavior.

Village (neighborhood) committees shall strengthen the publicity and guidance of civilized behavior and assist relevant units to publicize civilized behavior. Seventh citizens, legal persons and other organizations should actively participate in the propaganda of civilized behavior and resist uncivilized behavior.

State officials and public figures should play a leading and exemplary role in promoting civilized behavior. Article 8 Newspapers, radio, television, internet and other media should actively publicize the norms of civilized behavior, disseminate advanced deeds of civilized behavior, carry out propaganda on civilized construction and supervision by public opinion, and create an atmosphere in which the whole society encourages and promotes civilized behavior.

Advertising facilities in stations, theaters, shopping malls, parks, squares and other public places and advertising media of public transport shall publish and broadcast public service advertisements in accordance with state regulations. Chapter II Advocating and Encouraging Article 9 to advocate the following civilized behaviors:

(a) to maintain the appearance of the city, take care of the public environment and public facilities, and take care of the lawn, flowers and trees. Keep the village clean and tidy, and keep poultry and livestock in captivity;

(two) practice a green and low-carbon lifestyle, save public resources, travel green, and put garbage in accordance with regulations;

(3) Observe public order, pay attention to public etiquette, dress appropriately in words and deeds, and consciously queue up in turn;

(four) civilized tourism, care for places of interest and respect for local customs;

(5) surfing the Internet in a civilized way, rejecting cyber violence and consciously maintaining network order;

(6) Changing customs, handling weddings, funerals and celebrations in a civilized and thrifty manner, and making civilized sacrifices;

(seven) pay attention to family construction, cultivate a good family style, carry forward family virtues, and promote family harmony;

(8) Neighborhood friendship, mutual assistance and love, caring for empty nesters and left-behind children, and actively participating in various neighborhood mutual assistance activities such as Maanshan Neighborhood Festival. Article 10 Units and individuals are encouraged to actively participate in charitable activities such as helping the poor, helping the poor, helping the elderly, saving orphans, loving the sick, helping the disabled, giving special care, providing disaster relief and helping students. Chapter III Prohibitions and Restrictions Article 15 Smoking is prohibited in the following places:

(1) Indoor public places, public transport vehicles and elevator cars;

(two) kindergartens, primary and secondary schools, children's palaces, children's welfare institutions and other places where minors are the main activity groups;

(three) other places where smoking is prohibited as stipulated by laws and regulations and determined by the people's governments of cities and counties (districts) according to law.

The business management unit of the no-smoking place specified in the preceding paragraph shall set up eye-catching no-smoking signs to discourage smoking; Those who refuse to listen to dissuasion shall report to the local health administrative department in time and may refuse to provide relevant services.
