Regulations of Maanshan Municipality on Promoting Civilized Behavior
The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the provisions of the Constitution, laws and regulations, meets the requirements of socialist morality, embodies the core values of socialism, maintains public order and good customs, leads social customs and promotes social progress. Article 3 The promotion of civilized behavior should adhere to the principles of Party committee leadership, government promotion and social co-governance, adhere to the people-oriented principle, and form a mechanism that advocates and promotes in parallel, rewards and punishments are given simultaneously, and guarantees and supervision are combined. Article 4 The people's governments of cities and counties (districts) shall incorporate the promotion of civilized behavior into the national economic and social development plans and annual plans to promote the coordinated development of civilized behavior and economy and society. City and county (District) spiritual civilization construction institutions are responsible for the publicity and education, guidance and coordination, supervision and inspection of the promotion of civilized behavior in this area. Sixth Development Zone (Park) Management Committee is responsible for the promotion of civilized behavior within its jurisdiction.
The relevant departments of the municipal and county (District) people's governments shall, in accordance with their respective responsibilities, do a good job in the propaganda of civilized behavior.
Township people's governments and sub-district offices shall, in accordance with the requirements of the responsibilities determined by the county (District) people's government and the institutions for the construction of spiritual civilization, do a good job in publicizing civilized behavior.
Village (neighborhood) committees shall strengthen the publicity and guidance of civilized behavior and assist relevant units to publicize civilized behavior. Advertising facilities in stations, theaters, shopping malls, parks, squares and other public places and advertising media of public transport shall publish and broadcast public service advertisements in accordance with state regulations. (seven) pay attention to family construction, cultivate a good family style, carry forward family virtues, and promote family harmony;
(8) Neighborhood friendship, mutual assistance and love, caring for empty nesters and left-behind children, and actively participating in various neighborhood mutual assistance activities such as Maanshan Neighborhood Festival. Article 10 Units and individuals are encouraged to actively participate in charitable activities such as helping the poor, helping the poor, helping the elderly, saving orphans, loving the sick, helping the disabled, giving special care, providing disaster relief and helping students. (three) other places where smoking is prohibited as stipulated by laws and regulations and determined by the people's governments of cities and counties (districts) according to law.
