Guangxi accelerates the development of modern insurance service industry

The goal of "double over a thousand" in economic development was successfully achieved. While fully affirming the achievements, we should also see that there are still some contradictions and problems in the current economic and social development of our region. Mainly: the prices of agricultural means of production continue to rise, and the prices of some agricultural products fall, making it more difficult for farmers to increase their income; The purchase price of industrial raw materials, fuel and power has risen, the production cost of enterprises has risen, and the profit space has been squeezed; The supply and demand of coal, electricity and oil transportation are still tight, especially the power shortage is more restrictive; Some long-standing deep-seated contradictions in economic and social development still exist. We should take effective measures to solve these contradictions and problems.

2006 is the first year of implementing the 11th Five-Year Plan. In order to speed up the construction of rich Guangxi, cultural Guangxi, ecological Guangxi and safe Guangxi, and fully realize the development goal in 2006, it is suggested that:

(a) solidly promote the construction of a new socialist countryside. In accordance with the requirements of "production development, affluent life, civilized rural customs, clean village appearance and democratic management", we will coordinate and promote rural economic construction, political construction, cultural construction, social construction and party building. Adhere to and improve the basic rural management system centered on the development of rural economy; Formulate a master plan for new rural construction, focus on pilot and demonstration projects for new rural construction, increase investment in rural infrastructure and public facilities, enhance comprehensive agricultural production capacity, and promote farmers' sustained income increase; Respect farmers' dominant position, focus on solving the most urgent practical problems in farmers' production and life, and effectively let farmers get more benefits; Focus on developing advantageous agricultural industries, vigorously promote agricultural industrialization, and accelerate the development of agricultural product processing industry; Do a good job in the construction of agricultural support system, focus on the construction of animal and plant epidemic prevention system and agricultural standardization system, accelerate the pace of agricultural technology innovation and popularization and application, and improve the support capacity of agricultural services; Further strengthen various measures to support agriculture and benefit farmers, continue to implement the policy of minimum purchase price of grain, start the pilot program of subsidies for improved rice varieties, and expand the scope of subsidies for the purchase of agricultural machinery and tools; Integrate various channels to support agriculture funds and improve the efficiency of fund use; Vigorously develop the labor economy and strengthen the employment training of migrant workers.

(2) Actively promote rapid industrial growth. Adhere to the road of new industrialization, focus on enhancing the independent innovation ability of enterprises, intensify technological transformation of enterprises, improve the competitiveness of products in the market, and actively cultivate new industrial growth points; Accelerate the pace of joint reorganization of enterprises, vigorously cultivate strong and excellent enterprises and implement brand strategy, and improve the production concentration and overall technical level of key industries; Intensify the construction of major industrial projects, focus on starting a number of major industrial projects, and focus on cultivating pillar industries and industries with distinctive advantages; Further speed up the construction of infrastructure and supporting facilities in industrial parks and development zones, and speed up the entry of industrial projects that attract investment; Accelerate the development of production-oriented service industries such as transportation, finance, insurance, modern logistics, exhibition and information consultation, and provide strong support for the rapid development of industrial economy. Strengthen the adjustment of industrial economic operation and coordinate the connection between supply and demand of coal, electricity and oil transportation.

(3) Promoting coordinated regional development. Pay close attention to the preparation of the Beibu Gulf (Guangxi) Economic Zone Development Plan and the North and South Qin Fang Urban Agglomeration Development Plan, start the second phase of coastal infrastructure construction, speed up the preliminary work of a number of major industrial projects, promote the layout of coastal industries, and speed up the opening and development of the Beibu Gulf (Guangxi) Economic Zone. Strengthen the construction of infrastructure and public facilities in central cities and newly-established prefecture-level cities, improve the environment in an all-round way, vigorously develop the urban industrial economy, and continuously enhance the city's comprehensive competitiveness and radiation-driven ability. Accelerate the development of county-level characteristic economy and non-public economy, strengthen the construction of key towns, expand the scale of industry and population, and enhance the county-level economic strength.

(4) Actively expand investment and promote project construction. Use more market-oriented and open ways to raise construction funds, increase investment attraction, strengthen cooperation between government, banks and enterprises, expand direct financing, promote social investment, actively strive for state financial support, and further broaden financing channels. Further integrate and co-ordinate all kinds of government special funds, concentrate on major events, and tilt to key areas, important industries, major projects and key links. It is necessary to better combine the expansion of investment with the promotion of project construction, continue to do a good job in the new start-up of a number of major projects at the regional and municipal levels, speed up the construction progress of projects under construction, ensure that a number of major projects are completed and put into operation as planned, earnestly do a good job in the construction of major projects in Daqing on the 50th anniversary of the founding of the autonomous region, do a good job in the preliminary work of projects, make a good reserve of mature projects, and maintain the continuity of major project construction.

(5) Effectively change the mode of economic growth. Accelerate scientific and technological innovation, vigorously save energy resources, strengthen environmental protection and ecological construction, and accelerate the construction of a resource-saving and environment-friendly society. We will speed up the establishment of a technological innovation system and a technical intermediary service system with enterprises as the main body, market-oriented and Industry-University-Research as the combination. Strengthen the development of circular economy, vigorously promote energy conservation and consumption reduction in enterprises, and vigorously promote resource conservation and recycling technologies in key industries and enterprises. We will continue to strengthen the construction of ecological protection projects and strengthen environmental protection and comprehensive improvement.

(6) Actively promoting reform and opening up. Solidly promote the comprehensive reform of township institutions, rural compulsory education and county and township financial system reform, and consolidate the achievements of rural tax and fee reform. Accelerate the pace of enterprise reform focusing on property rights reform of state-owned enterprises and improve the supervision and management system of state-owned assets. Further optimize the system and policy environment for the development of non-public economy. We will continue to deepen various reforms in the economic and social fields such as investment, price, finance and taxation, grain circulation, science, education, culture and health, and administrative management system. Strive to improve the level of opening up. Continue to run the third China-ASEAN Expo. Deepen regional cooperation at home and abroad, increase investment attraction, and expand the scale of domestic and foreign capital utilization. Accelerate the adjustment and optimization of export commodity structure and expand the scale of foreign trade. Accelerate the implementation of the "going out" strategy, encourage and support advantageous enterprises to carry out international development and operation activities, and actively promote projects using overseas resources.

(7) All social undertakings have developed in an all-round way. Pay attention to people's livelihood, care about the vital interests of the masses, and constantly improve people's living standards. Strengthen employment and re-employment, focus on solving the re-employment of laid-off and unemployed people, especially older unemployed people, combine the development of service industry with the expansion of employment, vigorously develop life service industries such as tourism, business restaurant, community service, pension, property management, culture, fitness, leisure and entertainment, and do everything possible to increase jobs. Establish and improve the social security system, improve the basic old-age insurance for urban enterprise employees, the basic medical care for urban employees and the unemployment insurance system, and establish and improve the social assistance system for urban and rural low-income people with difficulties. Conscientiously implement various policies and measures to encourage consumption, vigorously explore urban and rural markets, especially rural markets, expand consumption of urban and rural residents, and maintain basically stable prices. Accelerate the process of "two basics" and promote the coordinated development of education at all levels. Accelerate the innovation of cultural development mechanism, promote the development of cultural industries and vigorously promote the construction of major cultural projects. Strengthen the construction of urban and rural public health facilities and do a good job in the prevention and treatment of major diseases. Accelerate the implementation of the "whole village promotion" poverty alleviation and development project, attach great importance to and strengthen the resettlement work in the reservoir area.
