The Convention relating to the Status of Refugees 1954 entered into force on April 22nd. As of June 1997 1, there were 128 States parties. Burundi is one side. The phrase "what happened before 1 95 1 year 1 month 1 day" used in Article 1 (1) should be understood as "195 1 year/kloc". There are no geographical restrictions on the application of the Convention by other States parties. When acceding to the Protocol 1967, the following two countries made it clear that they would maintain the declaration on the limitation of the geographical scope of the Convention 195 1: Malta and Turkey. Madagascar and Monaco have not yet acceded to Protocol 1967. The three countries marked "(c)" only acceded to the 195 1 year convention.
