6. Do you need to apply for two or more certificates at the same time to study abroad and obtain different levels of foreign academic degree certificates?

The certification of foreign degrees shall be carried out according to the application of foreign degree winners. If the applicant holds academic degree certificates from several different countries (regions) at the same time, the applicant shall submit multiple certification applications according to the requirements of his unit, the applicant or the personnel file storage institution. Where multiple applications for certification are submitted, a corresponding number of certification materials shall be submitted, and a corresponding number of certification fees and postal service fees shall be paid.

7. Does the failure of higher education institutions in some countries to publish their degrees on the China study abroad website mean that their degrees cannot be certified?

At present, China Study Abroad Network has recommended higher education institutions in 54 countries, and higher education institutions in other countries will continue to be recommended. Academic degree certificates issued by higher education institutions in some countries that have not been recommended for the time being can also apply for academic degree certification if they are recognized by local education authorities or evaluated/certified by professional institutions recognized by local governments.

8. Do foreign countries need to submit written application materials to apply for academic degree certification?

They take advantage of the psychology that some applicants are temporarily short of some application materials and eager for certification, boasting that they can prepare materials for applicants and take the opportunity to charge high fees, but the real situation is often that they make false materials. 9. Can I check the progress of certification evaluation online when applying for academic degree certification abroad?

Of course. Applicants can log in with the user name and password registered in the online authentication system, and can check the progress of authentication evaluation.

10. Can I check the authenticity of academic degree certificates online?

Foreign academic degree certificates issued after August 1 2006, academic degree certificates issued after August 1 2008 in Hong Kong, Macao and Taiwan, and academic degree certificates issued after 13 and 1 by Chinese-foreign cooperatively-run schools can all be queried online. 14. Can foreign degree certification be expedited?

You can't rush it. In order to identify the authenticity of the certificate, academic certification needs to be compared or checked with the certification body. The certification authority needs some time to reply. However, for high-level overseas students who need to be introduced urgently, our center has set up a green channel for certification. 15. Is there a charge for degree certification outside China?

Approved by the National Development and Reform Commission (Development and Reform Price No.20058), the certification fee for academic degrees abroad is 360 yuan RMB per person.

16. Is there a specific time limit for studying abroad in the certification evaluation criteria?

Because there are some differences in the academic system of higher education in different countries, there are also differences in the learning time required to obtain different levels of academic degree certificates. Therefore, there is no uniform standard for the certification and evaluation criteria of the applicant's study abroad period. In the certification evaluation, it is mainly based on the academic system stipulated by the legislation of the country (region) where the academic degree certificate is issued.

18. Can foreign academic degree certificates be reissued?

According to the "Assessment Method for Foreign Academic Degree Certification" implemented from 20 18 1, our center has adjusted the certificate version. 19. Is it necessary to apply for academic degree certification immediately after returning to China?

Because the academic degree certificate issued by our center has been widely recognized by the society, it has become one of the materials required by many employers, relevant institutions and examination institutions when returning from studying abroad to go to school, find employment and apply for various vocational qualification examinations. In addition, the whole process of academic degree certification requires certain working hours. Therefore, it is suggested that overseas students should apply for academic degree certification as soon as possible after returning to China to avoid relevant units.

20. If false information or false materials are provided in the certification application materials, can I apply for certification again in the future?

Transcript is no longer a necessary material for academic degree certification outside China. 22. There is credit information transferred from China on the report card. How should the materials be provided specifically?

Considering that universities in some countries (regions) can only issue degree (graduation) certificates a few months or a year after students graduate, in order to facilitate the employment of returned overseas students, the applicant may request the relevant departments of the awarding institution to issue a written certificate stating that the applicant has passed the examination and obtained the corresponding degree. Our center will issue a written certificate for the applicant after the evaluation. However, because there is no formal degree certificate, the work cycle of issuing written certificates is long, which may exceed the normal certification time limit.

After obtaining the formal academic degree certificate, the applicant can log in the registration account in the authentication system, apply for "becoming a full member" and upload the formal degree certificate for formal authentication. Please note that the "re-regularization" business does not need to pay the certification application fee again.

International students who go abroad through Sino-foreign cooperative education programs or inter-school exchange programs cannot handle this business, and they must obtain a formal degree certificate before submitting an application for certification.

24. Is it necessary to provide proof of returned overseas students for foreign academic degree certification?

No need. However, when the returned overseas students buy duty-free vehicles, go through the formalities of settling in some provinces and cities, and enjoy various preferential policies of the state and local governments for returned overseas students, they still need to submit the certificates of returned overseas students. Therefore, we suggest that the returned overseas students should issue the Certificate of Returned Overseas Students as soon as possible before returning to China, and keep it properly.

25. Do I need to provide a consular certificate issued by our embassy (consulate) to apply for foreign academic degree certification?

No need.

26. How can the certification results of foreign academic degrees be delivered to applicants?

In order to simplify the application procedure of foreign academic degree certification, the certification results will be sent directly to the certification applicants by EMS express mail from 20 14. Specially remind the certification applicant to fill in the recipient's name, address and telephone number correctly in the certification application system to avoid the problem that the certification result cannot be delivered on time. After the certification application is submitted online, the mailing address cannot be changed.

When sending the authentication results, the authentication system will send e-mail and SMS notifications. According to the notice, the applicant can find the EMS number in the authentication system, and according to this number, he can check the express mail in official website, the "National Postal Express".

27. What is a third-country diploma?

Third-country diploma is the abbreviation of third-country academic degree certificate or higher education diploma obtained by applicants studying in a second country (region), such as British (third-country) diploma obtained by international students studying in Malaysia (second country).

28. Can a third-country diploma be certified?

Third-country diplomas are mostly obtained by applicants studying in cross-border institutions of higher learning (projects), which involve the legal provisions, qualifications and quality assurance of institutions in two countries (regions), and the situation is relatively complicated. When choosing such institutions (programs), international students should not only consider the qualifications of the issuing institution (third country), but also pay attention to the relevant qualifications of the institution (second country) to be applied for. With the consent of the Ministry of Education, our center currently only provides certification services for third-country diplomas that meet the following conditions:

(a) the institutions that issue diplomas and the institutions that students attend must be regular institutions of higher learning in their own countries, and they must have the qualifications to offer corresponding courses and issue corresponding diplomas in their own countries;

② Third-country institutions running schools in the second country should be incorporated into the higher education system of the second country and be supervised by the quality assurance institutions of the second country, or third-country institutions should be exempted from reviewing their education quality according to the relevant laws and regulations of the second country;

(3) The admission and graduation standards for third-country institutions running schools in the second country are not lower than those for enrolling students in their own countries;

(4) The graduation certificate issued by a university in a second country or a third country shall have the same effect as that issued by the country;

⑤ Diploma certificates issued by universities and colleges in the second country should be incorporated into the national academic framework system of the second country or formally recognized by the second government;

⑥ Institutions registered and studying in the second country should have the qualification to recruit foreign students;

At present, countries with third-country diplomas are Malaysia, Singapore and Switzerland. According to the above standards, when evaluating the third-country diplomas awarded by applicants studying in these countries, our center needs to refer to the certification information published by the authoritative quality assurance institutions of the corresponding countries or the relevant laws and regulations of that country. For example, a third-country diploma course issued by Malaysia must be certified by a Malaysian qualification certification body; Third-country diploma courses awarded by Switzerland must be certified by Swiss university conferences; The scope of certification of Singapore's third-country diploma is limited to foreign university branches that are exempt from examination according to the exemption provisions of Singapore's Private Education Law. I would like to remind everyone here, and at the same time, I suggest that the vast number of overseas students pay close attention to the relevant overseas study warnings issued by the Foreign Information Supervision Network (www.jsj.edu.cn) of the Ministry of Education and choose carefully.

29. If the bank card is not opened, can online banking pay online?

Of course. Authentication applicants only need to use the bank card (debit card or credit card) with UnionPay logo to make online payment, and the payment process can be prompted by the system.

30. Can Italian graduates who have completed their studies but have not obtained a degree certificate for the time being be certified?

According to the contents of the note sent to the Chinese side by the Italian Embassy on June 9, 20 16+ 19, for those who have graduated but have not obtained the degree certificate issued by the school, the certification service adopts the following standards:

For the applicant who holds the diploma letter issued by the Italian university, if the applicant has previously submitted the study information to the Education Department of the Chinese Embassy in Italy, and it has been confirmed by the Italian education department (the confirmation information will be regularly provided to our center by the Education Department of the Chinese Embassy in Italy and updated regularly in official website of the Chinese Embassy in Italy for foreign students to inquire), our center will issue a certificate for the applicant according to the corresponding certification standards and procedures. Applicants can consult official website and the Chinese Embassy in Italy to find out the specific process of submitting information about studying abroad.

2. For applicants who do not have a degree certificate for the time being and have no intention to confirm the information, if the applicant can provide a graduation letter issued by the school, our center will continue to provide certification services after verifying the authenticity and validity of relevant materials. Applicants can exchange their degree certificates or the online inquiry results of the Chinese Embassy in Italy for certificates.

3 1. Why don't I display the payment page when I pay online?

After completing the application form, the applicant needs to pay the certification fee online. Under normal circumstances, after clicking Pay, the browser will pop up the "UnionPay Online" payment page. If the browser you are using is set with "Open Pop-up Blocker", the payment page of UnionPay Online will be blocked by your browser and cannot be displayed.

Please turn off the pop-up blocker in the tool settings of the browser used on your computer. If you are using an ipad or iphone, go to Settings-"Safari" and close the blocked pop-up window. You can pay normally after setting.

32. Interpretation of "Doctor of Philosophy"

The owner of a Ph.D. does not necessarily study philosophy. The so-called doctor of philosophy means that the owner has a considerable understanding of the theory, content and development of his own knowledge, can conduct independent research and make achievements in the academic field. Therefore, doctors of philosophy can be awarded to doctoral graduates in almost any subject. Generally, after graduating from university (bachelor's degree) and/or graduate school (master's degree), after a considerable number of years of study, the owner will write a graduation thesis and pass the defense, thus obtaining a doctorate in philosophy.

33. Do foreign degree certificates (higher education diplomas) need to be translated?

34. What materials need to be uploaded in PDF format and what materials need to be uploaded in jpg format?

Authorization statement and certificate must be uploaded in pdf format, and photos, passports and auxiliary materials during study abroad should be uploaded in jpg format.

35. What are the requirements for the clarity of uploaded materials?

Sample drawings will be available when applying. Please refer to the sample drawings and upload them. Please try to upload the original certificate with color, clarity and accuracy, so as to avoid unnecessary delay or other impact on your certification.

36. Why can't I upload the electronic application materials?

At present, safari browser of Apple's IOS system, IEEdge browser of Microsoft and Google browser are not allowed to run flash plug-ins, which affects the uploading of application materials. It is recommended to upload using IE common browser or 360 browser.

37. What is the difference between foreign academic degree certification and foreign academic degree certification and Hong Kong, Macao and Taiwan academic degree certification?

A Chinese-foreign cooperatively-run school is an academic degree program or institution approved by the education administrative department of China Municipal Government. It mainly obtains academic degree diplomas abroad through full-time study in universities in China. Academic degree certification in foreign countries, Hong Kong, Macao and Taiwan mainly refers to the certification of foreign degree diplomas obtained by applicants who study full-time in foreign countries or ordinary colleges and universities in Hong Kong, Macao and Taiwan.

There is no difference in the name of the above two types of certification, and the description of the certification content will be realistic according to the applicant's learning experience.

38. How to inquire about all kinds of information about Sino-foreign cooperation in running schools?

According to the Regulations of People's Republic of China (PRC) on Chinese-foreign Cooperative Education and its implementation measures, the issuance of foreign academic degree certificates and higher education diplomas with bachelor's degrees or above by Chinese-foreign cooperatively-run schools (projects) must be approved by the state education administrative department; Belonging to higher vocational education or non-academic higher education, it needs to be approved by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government or the corresponding education administrative departments, and has been reported to the relevant state education administrative departments for the record.

If the applicant studied in a Chinese-foreign cooperatively-run school project or institution after September 20 12 and obtained a bachelor's degree certificate at or above the first level outside the country (territory), the personal project information cannot be found when submitting the application for cooperatively-run school in the authentication system, which basically means that the applicant's registration result cannot be found on the information platform of the foreign-related supervision network of the Ministry of Education, or the domestic institution where the applicant studied has not yet finalized the applicant's school.

Please contact the institutions and ask them to formally report the unregistered (or corrected) information of students to the International Department of the Ministry of Education in time, and apply for completing the student registration (or corrected information) as soon as possible; Or ask colleges and universities to confirm the identity of students as soon as possible. You can submit an application for accreditation after completing student registration or confirming student identity in a school run by China people.

It is suggested that Chinese school-running personnel log in to the registration and certification system of Chinese-foreign cooperative education issued by the Ministry of Education to learn about the relevant registration information. Optional projects in the Chinese-foreign cooperative education system are all projects approved or put on record according to the Regulations of People's Republic of China (PRC) on Chinese-foreign Cooperative Education and its implementation measures. If the optional items cannot be found in the system, the applicant should contact the relevant person in charge of educational institutions in China as soon as possible and send an email to hzbx@cscse.edu.cn. After the institution confirms the project, the applicant can register in the cooperative education system and submit an application for certification.

4 1. How to choose the certification application system if you have studied abroad in a cooperative school project or institution?

If the applicant participates in the Sino-foreign cooperative education program and has 180 days or more study experience in foreign institutions, please directly choose the foreign academic degree certification system to register online and submit the certification application.

42. Can I have a degree by participating in a Chinese-foreign cooperatively-run school or project and obtaining foreign academic degree certification?

Yes, all certificates with degree certificates have corresponding academic qualifications.

43. If I study in a Sino-foreign cooperative education program approved by the administrative department of education and get a degree certificate abroad, will I be certified by our center?

Colleges and universities must run schools in strict accordance with the requirements of enrollment scope, offering courses and conferring degrees stipulated in the approval documents. The school-running projects that are not found in the supervision information platform of Chinese-foreign cooperation in running schools of the Ministry of Education, and those that have not been approved by the relevant education administrative departments, or those that have been approved but the actual situation of running schools does not meet the approval requirements, do not belong to the application scope of academic degree certification outside the country (territory) of Chinese-foreign cooperation in running schools. Applicants should contact the school-running institution first, and then apply for academic degree certification after the school-running institution completes the relevant approval and change procedures.

44. When submitting an application for certification, you choose the wrong certification category, such as applying for foreign academic degree certification, but filling out the application form for academic degree certification of cooperative education and completing online payment.
