Due to severe drought and persistent high temperatures, water for domestic use and industrial production has soared, with water supply reaching a maximum of 360,000 cubic meters per day, approaching the limit of water plants. Hidden behind this incident is not only the weather, but also the expanding production capacity in the process of industrialization and the corresponding increase in industrial and urban water demand.

In 2004, the then Secretary of the Municipal Party Committee said emotionally at a meeting that Xiaoshunjiang River is the source of life for the people of Shaoxing, and the second phase of the project must be started as soon as possible. On August 21, 2004, the second phase of Xiaoshunjiang Water Supply Project held a groundbreaking ceremony. This means that a new water supply network has begun to be woven. The second phase of the project mainly includes the expansion project of the Tangpu Reservoir water pumping station, the 400,000 cubic meter daily expansion project of the Songliuling Water Purification Plant, and the supporting water supply main network project connecting the urban area and southern Shaoxing County.

On June 19, 2006, the second phase of the Xiaoshunjiang water supply project was completed.

The completion of the second phase of the project has made Shaoxing's water supply network more complete: after being treated by the Song Liuling Water Plant, the Xiaoshun River water passes through two water supply pipelines in the north and south surrounding Shaoxing cities and counties, and reaches the Shaoxing Plain north of Kuaiji Mountain. A dense underground network formed. The southern part of this network is close to the foot of Kuaiji Mountain, along Fusheng, Pingshui, Jianhu, Lanting, Fuquan and other townships, and reaches Yangxunqiao Town at the junction of Xiaoshan. The second phase of Xiaoshunjiang Water Supply Project not only expanded the regional water supply capacity and scale of Shaoxing City and County, but more importantly, it effectively improved the traditional "one reservoir, one factory, one network" water supply pattern. A water supply network with "dual water supply and multiple water inlets" has been formed, which further enhances the water supply system's ability to resist risks in sudden pipe network accidents and provides an effective guarantee for the true realization of "uninterrupted water supply."
