If you can build a new city, click the city, click "live" in the city information interface, and you will walk out of the immigrant team, and then click "settle down" where you want to build a city on the map.

The scale of the original city should be expanded enough to build a new city. After leaving the immigration team, the original city will become smaller and need to be expanded again.
