In 2020, China's entry and exit business has been greatly controlled, and the processing of visa center business in various countries has also been greatly restricted. Based on the current conditions, the National Immigration Bureau has announced that it will gradually resume entry-exit business procedures in China.

1. Public security exit window services are restored in an orderly manner. Implement the requirements of differentiated prevention and control strategies and resume public security entry and exit window services in an orderly and hierarchical manner. From now on, public security entry and exit window services will be fully restored in low-risk areas; public security entry and exit window services in medium-risk areas will be gradually restored based on circumstances; emergency appointment services will be set up in high-risk areas to accept and approve emergency applications. Reopen the public security exit window and actively provide high-quality services such as application documents and visas for Chinese citizens going abroad and foreigners investing, trading, and starting businesses in China.

2. Extend the stay period of some foreigners in China. During the epidemic prevention and control period, foreigners who continue to engage in innovation, entrepreneurship and scientific research in China and whose visa or residence suspension permit expires will automatically have their residence suspension period in China extended for 2 months without the need to go through extension procedures. The above-mentioned persons can legally stop staying in China or leave the country normally during the extended period.

Third, apply for re-entry visas for foreigners in China in advance. During the epidemic prevention and control period, foreigners in China who need to temporarily leave the country for business, scientific research, academic exchanges and other activities before returning to their country can apply for a re-entry visa in advance. If the residence permit in China held by foreigners expires, they can apply for a port visa to enter China with the original residence permit.

Four. Apply for port visas for foreigners coming to China to invest, start businesses and trade. Foreigners who need to come to China for urgent reasons such as investment, entrepreneurship, business, etc. can apply for port visas with invitation letters from relevant enterprises and institutions. If there is no port visa office at the port of entry, the entry-exit border inspection agency shall apply for a temporary entry permit. After foreigners enter the country, the exit and entry administration departments of the public security organs shall promptly apply for visas and residence documents for them in accordance with the law.

5. Actively provide entry and exit convenience for Chinese and foreign personnel involved in epidemic prevention and control. Provide 24-hour emergency services for Chinese and foreign personnel involved in epidemic prevention and anti-epidemic work such as medical rescue, drug research and development, material supply, academic exchanges, etc. Foreigners who come to China to participate in epidemic prevention and anti-epidemic work can be issued a residence permit for a corresponding period according to their work needs; those who have made important contributions to epidemic prevention and combat will be given priority in applying for permanent residence in China.

6. Actively provide online application services for entry and exit documents for Chinese and foreign personnel. Mainland residents can apply for entry-exit documents online, and foreigners can apply for visas, suspension of residence documents, or permanent residence via email and mail. International flights can declare passenger information online and do not need to submit paper declaration documents.

7. Priority will be given to those returning to work to apply for license endorsements. Priority will be given to the acceptance and approval of entry and exit documents for Chinese and foreign personnel who need to enter and exit when enterprises resume work and production. For those who need to leave or enter the country in time, the border inspection agency will provide fast customs clearance services.

8. Priority shall be given to providing fast and convenient customs clearance facilities for imported and exported materials. Continue to implement "zero-wait" inspection and release of transportation vehicles carrying epidemic prevention materials, international import and export commodities, and fresh agricultural products. International sailing ships transporting the above-mentioned materials and commodities can operate at the port of entry, and go through border inspection procedures in advance when leaving the country

10. Strengthen epidemic prevention and control at entry-exit windows and customs clearance sites. Strictly implement epidemic prevention and control regulations at all entry and exit windows, passages and places open to the outside world, and strictly implement public health and safety management measures in public places and crowded places to prevent the spread of epidemic contagion; strictly control the country's borders, Improve the joint prevention and control mechanism at ports, promptly report relevant early warning information to the customs inspection and quarantine departments, and actively cooperate with the inspection, isolation and observation measures for entry and exit personnel; strengthen the publicity of epidemic prevention and anti-epidemic knowledge to the general entry and exit personnel, and provide information on the temporary lack of information during travel. For entry-exit personnel who forget to wear masks or forget to wear masks, necessary safety protective equipment will be provided free of charge.
