Analysis on the Strategic Orientation, Leading Industries and Forming Conditions of Lanzhou New District

Lanzhou is a long and narrow industrial city, but its industrial development is restricted by the lack of urban space due to the limitation of geographical location. The establishment of Lanzhou New District on an 800-square-kilometer plain less than 60 kilometers away from the old city of Lanzhou is very beneficial to improve the functional layout of Lanzhou city and improve its service capacity, especially the ability of the central city to drive radiation. Second, for Gansu, a location advantage with access, it will help the surrounding areas to achieve coordinated development, enhance cross-regional cooperation and create a platform for opening to the west. In the past, Lanzhou was restricted to undertake industrial transfer due to geographical location and space constraints. With this Lanzhou New District, some industries in the eastern and central regions have been transferred to Gansu by taking advantage of Gansu's rich resources, location advantages and policy advantages, which has provided favorable support for our transformation and leapfrog development. Invite some planning units with strength and high qualification level, and after full argumentation, formulate the overall planning of the city, the detailed planning of construction and some plans for infrastructure construction in all aspects.

In the past two years, some main roads of 80 square kilometers in the central core area of Lanzhou New District have been completed, including electricity, gas and other infrastructure. Third, actively explore and innovate the efficient management mechanism of Lanzhou New District. Fourth, planning and industrial layout. The biggest feature of the industrial layout of Lanzhou New District is that it embodies the provincial demonstration zone of circular economy approved by the state. Industrial parks should realize the development mode of circular economy. Fifth, increase investment attraction. In attracting investment, we have noticed that such a new district must have a good industrial policy, which does not mean that all industries can come in to undertake the industrial transfer in the eastern and central regions, must be guided by the national industrial policy, and at the same time, the investment intensity and environmental protection must be closed. In terms of attracting investment, various effective forms such as "going out" and "bringing in" are adopted to introduce some large and good projects in all directions. Sixth, establish an investment and financing system to break the bottleneck of funds. The seventh is to innovate the employment mechanism and create a highland for talents. Eighth, speed up infrastructure construction and improve the functions of the new district.
